Kelapa merupakan tanaman yang memiliki banyak manfaat. Salah satunya buah kelapa diolah menjadi kelapa gongseng giling yang bermanfaat sebagai bumbu masakan tradisional khas Aceh. Penelitian ini bertujuan untuk mengidentifikasi faktor internal dan eksternal yang mempengaruhi pengembangan produk kelapa gongseng giling serta menentukan strategi pengembangan berdasarkan faktor internal dan eksternal. Kemudian menentukan strategi pengembangan terbaik guna untuk meningkatkan daya saing dan keberlanjutan usaha. Metode penelitian yang digunakan adalah kombinasi pendekatan kualitatif dan kuantitatif. Analisis SOAR (Strengths, Opportunities, Aspirations, Results) digunakan untuk mengidentifikasi kekuatan dan peluang pada kondisi saat ini serta aspirasi dan hasil yang diharapkan di masa mendatang. Metode Analytical Hierarchy Process (AHP) diterapkan untuk memberikan pembobotan dan menentukan prioritas faktor serta alternatif strategi pengembangan yang dihasilkan dari analisis SOAR. Penilaian dilakukan oleh lima orang responden, yaitu pemilik usaha, pelanggan, akademisi, mitra usaha, dan pemerintah. Hasil analisis SOAR terdapat empat alternatif strategi, yaitu SA, OA, SR, dan OR. Hasil analisis AHP menunjukkan bahwa strategi OA sebesar 0,299, diikuti strategi OR sebesar 0,280, strategi SR sebesar 0,248, dan strategi SA sebesar 0,171. Hasil analisis SOAR dan AHP menunjukkan bahwa strategi OA merupakan strategi pengembangan produk kelapa gongseng giling yang paling prioritas untuk diterapkan.

Coconut is a versatile crop with a wide range of uses. One of its products is ground roasted coconut, which is commonly used as a seasoning in traditional Acehnese cuisine. This study aims to identify the internal and external factors influencing the development of ground roasted coconut products and to formulate development strategies based on these factors. Furthermore, the study seeks to determine the most appropriate development strategy to enhance business competitiveness and sustainability. The research employs a mixed-methods approach, combining qualitative and quantitative methods. SOAR (Strengths, Opportunities, Aspirations, and Results) analysis is used to identify current strengths and opportunities, as well as future aspirations and expected outcomes. The Analytical Hierarchy Process (AHP) is then applied to assign weights and determine the priority of factors and alternative development strategies derived from the SOAR analysis. The evaluation involved five respondents representing key stakeholders, namely the business owner, customers, academics, business partners, and government representatives. The SOAR analysis resulted in four alternative strategies: SA, OA, SR, and OR. The AHP analysis indicates that the OA strategy has the highest priority weight (0.299), followed by the OR strategy (0.280), the SR strategy (0.248), and the SA strategy (0.171). The combined results of the SOAR and AHP analyses demonstrate that the OA strategy is the most prioritised development strategy for ground roasted coconut products.
