Hak cipta merupakan cabang Hak Kekayaan Intelektual (HKI) yang melindungi ciptaan manusia di bidang seni, sastra, dan ilmu pengetahuan. Pasal 20 Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta menjelaskan bahwa Hak Terkait sebagaimana dimaksud dalam Pasal 3 huruf b merupakan hak eksklusif yang meliputi hak moral peiaku pertunjukan, hak ekonomi pelaku pertunjukan, hak ekonomi produser fonogram, dan hak ekonomi lembaga penyiaran tetapi, pelanggaran hak siar masih banyak dilakukan oleh masyarakat bahkan beberapa warung kopi terdapat melakukan penyiaran bola secara ilegal seperti pada Piala Dunia 2022 sehingga hak-hak tersebut tidak berjalan dengan semestinya.
Tujuan penulisan skripsi ini untuk menjelaskan bentuk dan faktor pelanggaran hak siar penyiaran Piala Dunia 2022 pada warung kopi yang menggunakan situs ilegal di Kabupaten Nagan Raya dan upaya oleh pelanggaran hak siar penyiaran Piala Dunia 2022 pada warung kopi yang menggunakan situs ilegal di Kabupaten Nagan Raya.
Metode penelitian dalam penelitian ini adalah yuridis empiris. Data penelitian yang digunakan diperoleh dari data primer berupa hasil wawancara dengan responden dan informan, serta data sekunder berupa literatur kepustakaan, mencakup buku teks, teori, peraturan perundang-undangan.
Hasil penelitian menunjukkan dalam bentuk pelanggaran hak siar penyiaran Piala Dunia 2022 Pada Warung dengan menayangkan situs ilegal dengan mengakses situs-situs yang menyediakan akses yang mudah dan tidak berbayar, faktor Penyebab Terjadinya Pelanggaran Hak Siar meliputi faktor-faktor penting seperti faktor hukum, ekonomi, budaya, teknologi, dan pendidikan serta upaya yang dilakukan pihak terkait melalui ketentuan Pasal 1365 KUHPerdata dan Pasal 95 ayat 2 Undang-Undang Hak Cipta dan Pengawasan represif dengan cara memberikan sanksi administratif berupa surat teguran tertulis, pemanggilan serta evaluasi terkait pelanggaran.
Disarankan Kepada pihak yang hendak melaksanakan hak ekonomi atas ciptaan untuk dikomersialisasikan agar memahami aturan yang berlaku sehingga pelanggaran hak cipta terhadap penyelenggaraan situs streaming Piala dunia 2022 dan Aparat penegak hukum harus lebih tegas dalam menegakan hukum. Peraturan-peraturan yang ada dalam menjalankan hukum sehingga keadilan terwujud serta dukungan masyarakat juga berupa tidak menikmati situs layanan streaming ilegal untuk menonton pertandingan sepak bola.

Copyright is a branch of Intellectual Property Rights (IPR) that protects human creations in the fields of art, literature and science. Article 20 of Law Number 28 of 2014 concerning Copyright explains that the Related Rights as intended in Article 3 letter b are exclusive rights which include the moral rights of performers, the economic rights of performers, the economic rights of phonogram producers and the economic rights of broadcasting institutions. There are still many violations of broadcasting rights carried out by the public, even some coffee shops are broadcasting football illegally, such as at the 2022 World Cup, so that these rights are not running properly. The purpose of writing this thesis is to explain the forms and factors of violations of the 2022 World Cup broadcasting rights in coffee shops that use illegal sites in Nagan Raya Regency and attempts to violate the 2022 World Cup broadcasting rights in coffee shops that use illegal sites in Nagan Raya Regency. The research method in this research is empirical juridical. The research data used was obtained from primary data in the form of interviews with respondents and informants, as well as secondary data in the form of library literature, including textbooks, theories, laws and regulations. The results of the research show that in the form of violations of broadcasting rights for broadcasting the 2022 World Cup at Warung by broadcasting illegal sites by accessing sites that provide easy and free access, the factors that cause broadcasting rights violations include important factors such as legal, economic and cultural factors. , technology, and education as well as efforts made by related parties through the provisions of Article 1365 of the Civil Code and Article 95 paragraph 2 of the Copyright Law and repressive supervision by providing administrative sanctions in the form of written warning letters, summons and evaluations related to violations. It is recommended that parties who wish to exercise economic rights over creations for commercialization understand the applicable regulations so that copyright violations against the implementation of the 2022 World Cup streaming site and law enforcement officials must be more assertive in enforcing the law. Existing regulations implement the law so that justice is realized as well as community support in the form of not using illegal streaming service sites to watch football matches.
