Digitalisasi tata kelola pemerintahan desa melalui aplikasi Sistem Informasi Gampong (SIGAP) di Provinsi Aceh masih menghadapi kendala pemerataan, salah satunya di Kabupaten Simeulue yang mencatatkan tingkat adopsi 0%. Penelitian ini bertujuan untuk mengukur efektivitas pelaksanaan pelatihan SIGAP dalam meningkatkan kapasitas operasional aparatur desa. Partisipan dalam penelitian tindakan ini berjumlah 13 operator dari 13 desa di Kecamatan Simeulue Barat. Metode intervensi dirancang menggunakan model pelatihan Noe melalui lima tahapan utama yang mengombinasikan presentasi konseptual dengan hands-on methods berupa behavior modeling serta simulasi. Analisis data dilakukan dengan pendekatan deskriptif kuantitatif untuk mengukur kelengkapan pengisian 14 fitur utama sistem berdasarkan instrumen checklist pada dashboard website SIGAP, yang dievaluasi menggunakan Model Kirkpatrick tingkat tiga (behavior). Hasil penelitian menunjukkan bahwa pelatihan terbukti efektif memicu adopsi sistem digital gampong. Seluruh operator telah mampu mengoperasikan aplikasi dengan persentase pemanfaatan fitur berkisar antara 36% hingga 79%, serta nilai rata-rata capaian sebesar 48% (6–7 fitur). Kesimpulannya, intervensi pelatihan jangka pendek berhasil memberikan pemahaman teknis dasar, namun keberlanjutannya masih terhambat oleh keterbatasan data internal kantor desa serta gangguan infrastruktur lokal berupa pemadaman listrik dan ketidakstabilan sinyal internet. Implikasi penelitian ini menegaskan bahwa keberhasilan transformasi digital di wilayah terpencil memerlukan integrasi antara peningkatan kapasitas sumber daya manusia secara berkala dengan penyediaan infrastruktur teknologi yang memadai.

The digitalization of village governance through the Village Information System (SIGAP) application in Aceh Province still faces distribution constraints, one of which is in Simeulue Regency, which recorded a 0% adoption rate. This study aims to measure the effectiveness of SIGAP training in increasing the operational capacity of village officials. The participants in this action research consisted of 13 operators from 13 villages in West Simeulue District. The intervention method was designed using Noe's training model through five main stages, combining conceptual presentations with hands-on methods in the form of behavior modeling and simulation. Data analysis was conducted using a descriptive quantitative approach to measure the completion of 14 main system features based on a checklist instrument on the SIGAP website dashboard, which was evaluated using the third level of the Kirkpatrick Model (behavior). The results showed that the training was proven effective in driving the adoption of the village digital system. All operators were able to run the application, with feature utilization percentages ranging from 36% to 79% and an average achievement score of 48% (6–7 features). In conclusion, short-term training interventions successfully provided basic technical understanding, but their sustainability is still hindered by village internal data limitations and local infrastructure disruptions in the form of power outages and unstable internet signals. The implication of this study emphasizes that successful digital transformation in remote areas requires integrating regular human resource capacity building with the provision of adequate technological infrastructure.
