Perlindungan konsumen terkait kehalalan produk menjadi isu krusial, terutama di Provinsi Aceh yang menjalankan syariat Islam. Salah satu sektor yang masih menghadapi tantangan adalah produksi mie Aceh di Kota Banda Aceh. Meskipun bahan-bahannya halal, praktik pengolahan yang kurang higienis berpotensi merusak kehalalan produk. Sesuai Pasal 34 Qanun Aceh Nomor 8 Tahun 2016 tentang Sistem Jaminan Produk Halal, pelaku usaha wajib mengajukan sertifikasi halal untuk setiap produk yang dipasarkan. Namun, masih banyak pelaku usaha mie Aceh di Kota Banda Aceh belum mengajukan sertifikasi halal.

Penelitian ini bertujuan untuk mengeksplorasi pelaksanaan sertifikasi halal pada produk mie Aceh di Kota Banda Aceh, mengidentifikasi faktor-faktor yang membuat banyak pelaku usaha tidak mengurus sertifikasi halal, serta merumuskan strategi yang dapat dijalankan oleh pemerintah, pelaku usaha, dan konsumen guna memperkuat ekosistem halal secara menyeluruh.

Penelitian ini menggunakan metode yuridis-empiris dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui studi kepustakaan serta penelitian lapangan, termasuk wawancara dengan pelaku usaha, konsumen, dan konsultasi dengan pihak terkait, seperti Lembaga Pengkajian Pangan, Obat-Obatan, dan Kosmetika Majelis Permusyawaratan Ulama (LPPOM MPU) Aceh, serta Dinas Pangan, Pertanian, Kelautan, dan Perikanan (DPPKP) Kota Banda Aceh.

Hasil penelitian menunjukkan bahwa sertifikasi halal mie Aceh di Kota Banda Aceh belum optimal. Hambatan utama meliputi anggapan verifikasi bahan tidak perlu, minim sosialisasi dari pemerintah dan LPPOM MPU Aceh, prosedur yang dianggap rumit, serta belum adanya sistem informasi terpadu. Untuk mendorong ekosistem halal, diperlukan edukasi dan pendampingan pelaku usaha, memberikan subsidi atau self-declare, pemetaan usaha yang belum bersertifikat, penyampaian kewajiban hukum, serta kolaborasi lintas sektor dengan peran aktif konsumen sebagai pengawas sosial.

Disarankan agar pemerintah dan LPPOM MPU Aceh melakukan sosialisasi dan edukasi, serta memudahkan proses pengurusan sertifikasi. Peran konsumen sebagai pengawas sosial penting untuk mendorong kepatuhan pelaku usaha. Dengan sinergi yang kuat, penerapan sertifikasi halal produk mie Aceh di Kota Banda Aceh dapat terwujud secara bertahap dan berkelanjutan.

Consumer protection regarding product halalness has become a crucial issue, particularly in Aceh Province, which implements Islamic Sharia. One sector still facing significant challenges is the production of Mie Aceh in Banda Aceh. Despite the use of halal ingredients, unhygienic processing practices potentially compromise the halal integrity of the product. Pursuant to Article 34 of Aceh Qanun Number 8 of 2016 concerning the Halal Product Guarantee System, business actors are mandated to apply for halal certification for every marketed product. However, many Mie Aceh entrepreneurs in Banda Aceh have yet to fulfill this legal obligation. This research aims to explore the implementation of halal certification for Mie Aceh products in Banda Aceh, identify the factors preventing business actors from obtaining certification, and formulate strategies for the government, business actors, and consumers to strengthen the overall halal ecosystem. This study employs a juridical-empirical method with a qualitative approach. Data collection was conducted through literature reviews and field research, including interviews with business actors and consumers, as well as consultations with relevant authorities, such as the Assessment Institute for Foods, Drugs, and Cosmetics of the Aceh Ulama Consultative Assembly (LPPOM MPU Aceh) and the Department of Food, Agriculture, Marine Affairs, and Fisheries (DPPKP) of Banda Aceh. The results indicate that halal certification for Mie Aceh in Banda Aceh remains suboptimal. Primary obstacles include the perception that ingredient verification is unnecessary, minimal socialization from the government and LPPOM MPU Aceh, perceived procedural complexity, and the absence of an integrated information system. To foster a robust halal ecosystem, several measures are required: education and mentoring for business actors, the provision of subsidies or self-declaration schemes, mapping of uncertified businesses, communication of legal obligations, and cross-sector collaboration with consumers playing an active role as social supervisors. It is recommended that the government and LPPOM MPU Aceh intensify socialization and education efforts while streamlining the certification process. Furthermore, the role of consumers as social supervisors is vital to encourage compliance among business actors. Through strong synergy, the implementation of halal certification for Mie Aceh products in Banda Aceh can be achieved progressively and sustainably.
