Kemampuan numerasi menjadi aspek penting dalam pendidikan karena berhubungan dengan kehidupan sehari-hari, termasuk lingkungan. Pengintegrasian konteks lingkungan dalam pembelajarn terlebih dalam soal numerasi masih sangat terbatas, padahal konteks lingkungan sangat relevan dengan kehidupan siswa dan dapat meningkatkan kesadaran terhadap kelestarian lingkungan. Penelitian ini bertujuan untuk mengetahui proses dan hasil pengembangan soal numerasi matematika materi pecahan berkonteks lingkungan untuk siswa sekolah dasar kelas V yang memenuhi kriteria valid. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian pengembangan (research and development) menggunakan model Tessmer (1993) yang terdiri dari tahap preliminary dan formative evaluation (self-evaluation, expert reviews, one-to-one, small group, dan field test). Subjek penelitian adalah siswa kelas V UPTD SD Negeri 1 Samalanga dengan 3 siswa pada tahap one-to-one, 6 siswa pada tahap small group, dan 30 siswa pada tahap field test. Instrumen penelitian meliputi lembar panduan wawancara, angket, lembar validasi, dan lembar soal tes. Teknik analisis data menggunakan analisis dokumen, analisis skala Likert untuk validitas teoretis, serta analisis validitas empiris, daya pembeda, dan tingkat kesukaran soal. Hasil penelitian menunjukkan bahwa proses pengembangan soal numerasi menggunakan model Tessmer (1993) telah dilaksanakan secara sistematis, serta menghasilkan 35 butir soal numerasi dengan 7 teks cerita berkonteks lingkungan. Seluruh soal memenuhi kriteria valid secara teoritis berdasarkan penilaian dua validator ahli pada aspek isi, konstruk, dan bahasa. Berdasarkan uji validitas empiris, 29 soal dinyatakan valid, dengan distribusi daya pembeda dan tingkat kesukaran. Soal numerasi matematika materi pecahan berkonteks lingkungan yang dikembangkan layak digunakan sebagai instrumen penilaian kemampuan numerasi siswa kelas V SD.

Numeracy skills are an important aspect of education because they are closely related to daily life, including environmental aspects. The integration of environmental contexts into learning, particularly in numeracy problems, remains very limited, even though environmental contexts are highly relevant to students’ lives and can enhance awareness of environmental sustainability. This study aims to identify the process and outcomes of developing mathematics numeracy problems on fraction topics with environmental contexts for fifth-grade elementary school students that meet validity criteria. This research employed a qualitative approach using a research and development (R&D) design based on the Tessmer (1993) model, which consists of preliminary and formative evaluation stages (self-evaluation, expert reviews, one-to-one, small group, and field test). The research subjects were fifth-grade students of UPTD SD Negeri 1 Samalanga, involving 3 students in the one-to-one stage, 6 students in the small group stage, and 30 students in the field test stage. The research instruments included interview guidelines, questionnaires, validation sheets, and test item sheets. Data analysis techniques included document analysis, Likert scale analysis for theoretical validity, as well as empirical validity analysis, item discrimination index, and item difficulty level analysis. The results indicated that the development process of numeracy problems using the Tessmer (1993) model was carried out systematically and resulted in 35 numeracy items with 7 environmental context-based story texts. All items met the theoretical validity criteria based on assessments by two expert validators in terms of content, construct, and language aspects. Based on empirical validity testing, 29 items were declared valid, with varying levels of item discrimination and difficulty. The developed mathematics numeracy problems on fraction topics with environmental contexts are appropriate to be used as an assessment instrument for fifth-grade elementary school students’ numeracy skills.
