Penelitian ini dilatarbelakangi oleh permasalahan yang dihadapi Usaha Mikro, Kecil, dan Menengah (UMKM) di Kota Banda Aceh, seperti rendahnya adopsi teknologi digital, keterbatasan modal usaha, serta minimnya kualitas sumber daya manusia. Kondisi ini menuntut adanya tata kelola pemerintahan yang adaptif, responsif, dan fleksibel untuk mendorong pertumbuhan ekonomi, khususnya di sektor perdagangan. Penelitian ini bertujuan untuk mendeskripsikan bentuk dan strategi penerapan Agile Governance oleh Dinas Koperasi, UKM, dan Perdagangan Kota Banda Aceh dalam mendukung pertumbuhan ekonomi sektor perdagangan, serta mengidentifikasi hambatan yang dihadapi dalam penerapannya. Penelitian ini menggunakan teori Agile Governance Luna dkk, 2015 yang menekankan fleksibilitas, responsivitas, dan pendekatan sistematis-adaptif dalam pengambilan kebijakan. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan Agile Governance telah diwujudkan melalui penyederhanaan prosedur perizinan, pelatihan dan pendampingan UMKM, serta fasilitasi promosi produk melalui pameran dan platform digital. Namun, implementasi masih belum merata karena rendahnya literasi digital pelaku UMKM, keterbatasan modal, penggunaan teknologi produksi tradisional, dan kualitas SDM yang terbatas. Kesimpulannya, prinsip Agile Governance sudah mulai diterapkan tetapi belum sepenuhnya optimal. Saran penelitian ini ditujukan kepada Pemerintah Kota Banda Aceh untuk memperluas dukungan kebijakan dan anggaran yang berpihak pada UMKM, kepada Dinas Koperasi, UKM, dan Perdagangan untuk meningkatkan kapasitas aparatur serta memperluas digitalisasi layanan, dan kepada pelaku UMKM agar lebih aktif berpartisipasi dalam program pemerintah dan meningkatkan literasi digital. Peneliti selanjutnya disarankan untuk menggunakan pendekatan kuantitatif agar dapat mengukur dampak penerapan Agile Governance terhadap indikator ekonomi secara lebih komprehensif.

This research is motivated by the challenges faced by Micro, Small, and Medium Enterprises (MSMEs) in Banda Aceh, such as the low adoption of digital technology, limited business capital, and the lack of human resource quality. These conditions require adaptive, responsive, and flexible governance to support economic growth, particularly in the trade sector. The purpose of this study is to describe the form and strategy of Agile Governance implementation by the Department of Cooperatives, MSMEs, and Trade of Banda Aceh City in supporting trade sector growth, as well as to identify the obstacles encountered in its application. This research applies the Agile Governance theory Luna et al., 2015, which emphasizes flexibility, responsiveness, and a systematic-adaptive approach in policy-making. The study employs a qualitative research method with data collection techniques including observation, interviews, and documentation. The findings reveal that Agile Governance has been implemented through the simplification of licensing procedures, training and mentoring for MSMEs, and facilitation of product promotion via exhibitions and digital platforms. However, the implementation is not yet fully optimal due to low digital literacy among MSME actors, limited access to capital, reliance on traditional production technology, and inadequate human resource capacity. In conclusion, the principles of Agile Governance have been applied but remain partially effective. The recommendations of this study are addressed to the Banda Aceh City Government to strengthen policy and budget support for MSMEs, to the Department of Cooperatives, MSMEs, and Trade to enhance the capacity of its apparatus and expand digital-based services, and to MSME actors to be more proactive in participating in government programs and improving digital literacy. Future researchers are advised to apply quantitative approaches to measure the impact of Agile Governance on economic indicators more comprehensively.
