The enforcement of Anti – Personnel Mines is regulated under the Ottawa Treaty (1997). The Ottawa Treaty derived from the effects of the Remnant of Anti – Personnel Mines that scatter in Cambodia territories. As a state party to the Ottawa Treaty, arise the concept of responsibility for Cambodia to conduct the cleansing of Anti – Personnel Mines Remnants. According to the Article 1 and Article 5 of the Ottawa Treaty, Cambodia must destroy and ensures the destruction of Anti – Personnel Mines in its territory until December 2030. This research aims to identify the Cambodia responsibility on fulfilling their International obligations under the Ottawa Treaty, Responsibility of States for International Wrongful Acts (RSIWA) and Responsibility to Protect (R2P). Further follows on how are the impacts of Anti – Personnel Mines Remnants to Cambodia and the regulations to overcome the problems. Last, is to find and identify the Cambodia’s mechanism on cleansing the Anti – Personnel Mines Remnants in Cambodia teritory. This research use normative approach by conducting library research. The primary data collected from humanitarian books, journals and conventions. In addition, the secondary data collected from analysing the doctrine of Louise Doswald-Beck and Peter Herby. Further, the supporting material includes the Workplan of Cambodia Demining. The references then analysed and put into this paper after conducting library research. Research findings reveals Cambodia still trying to fulfils their International obligations under the Ottawa Treaty, Responsibility of States for Internationally Wrongful Acts (RSIWA) and Responsibility to Protect (R2P) norm by enacted the national legislations on Anti – Personnel Mines clearance. This is still on progress by requested extended time period until December 2030. Then, Cambodia issued the Royal Decrees, Sub-Decrees and Law on the Prohibition of Anti – Personnel Mines (1999) to address the problems. Further, Cambodia partnership with APOPO on Mine Detection Rats (MDR) Program has helps Cambodia on the Anti – Personnel cleansing process with the effectivity 50 percent quicker than the conventional methods. To overcome the problems, Cambodia needs to enhance the clearance and monitoring efforts on Anti – Personnel Mines. Then, Cambodia government still needs to further review its policies that facilitated the cleansing and to strengthen the enforcement and the needs of affected parties. Thus, Cambodia also needs to keep the engagement of the specialized actors to overcome the gaps, improves and sped up the cleansing process.
