Pemilihan umum adalah instrumen demokrasi yang memberikan legitimasi kepada pemerintahan terpilih. Salah satu unsur terpenting dalam menyelenggarakan pemilu yang demokratis adalah hadirnya penyelenggara pemilu yang independen dan profesional. Dalam konteks ini, rekrutmen anggota Panitia Pemilihan Kecamatan (PPK) merupakan aspek penting untuk menjamin terselenggaranya pemilu sesuai dengan prinsip keumuman, kebebasan, kerahasiaan, kejujuran, dan keadilan. Namun dalam praktiknya, proses rekrutmen PPK di Kota Banda Aceh terdapat permasalahan mengenai transparansi, independensi, dan akuntabilitas seleksi anggota, yang dalam pelaksanaannya diduga bertentangan dengan ketentuan Pasal 35 ayat (1) Peraturan Komisi Pemilihan Umum (PKPU) Nomor 8 Tahun 2022 Tentang Pembentukan Tata Kerja Badan Adhoc Penyelenggara Pemilu.
Penelitian ini bertujuan untuk mengkaji bagaimana pelaksanaan rekrutmen anggota PPK di Kota Banda Aceh berdasarkan prosedur yang diatur Peraturan Komisi Pemilihan Umum (PKPU) Nomor 8 Tahun 2022 Tentang Pembentukan Tata Kerja Badan Adhoc Penyelenggara Pemilu.
Berdasarkan permasalahan di dalam penelitian ini, maka digunakan metode penelitian Yuridis Empiris guna melihat secara langsung fakta di lapangan. Dalam hal ini, data diperoleh melalui wawancara kepada responden dan informan yang berkaitan dengan penelitian ini.
Dari hasil penelitian dapat disimpulkan bahwa masih terdapat kendala dalam perekrutan anggota PPK di Kota Banda Aceh, seperti kurangnya transparansi dalam seleksi, indikasi keteribatan pihak tertentu, serta lemahnya pengawasan terhadap netralitas penyelenggara pemilu. Hal ini berpotensi mempengaruhi legitimasi pemilu serta menimbulkan sengketa dalam proses penyelenggaraannya. Kondisi ini menunjukkan bahwa sistem pengawasan masih lemah, aturan yang ada belum ditegakkan secara optimal, serta regulasi terkait independensi penyelenggara pemilu masih membutuhkan penguatan.
Disarankan kepada KIP Kota Banda Aceh untuk memperketat proses seleksi anggota PPK sesuai Pasal 35 ayat (1) PKPU Nomor 8 Tahun 2022 dengan melakukan verifikasi latar belakang secara menyeluruh. Panwaslih Kota Banda Aceh perlu memperkuat pengawasan agar rekrtumen bebas dari intervensi politik, Pengurus Partai Politik diharapkan tidak ikut campur dalam proses seleksi, perlu dukungan pemerintah daerah serta partisipasi aktif masyarakat dan akademisi untuk menjaga integritas penyelenggaraan pemilu.

General elections are a democratic instrument that provides legitimacy to the elected government. One of the most important elements in holding democratic elections is the presence of independent and professional election organizers. In this context, the recruitment of members of the District Election Committee (PPK) is an important aspect to ensure that elections are held in accordance with the principles of generality, freedom, confidentiality, honesty, and justice. However, in practice, the PPK recruitment process in Banda Aceh City has problems regarding transparency, independence, and accountability of member selection, which in its implementation is suspected of being contrary to the provisions of Article 35 paragraph (1) of the General Election Commission Regulation (PKPU) Number 8 of 2022 concerning the Establishment of the Work Procedures of the Election Organizer Ad Hoc Body. This study aims to examine how the implementation of the recruitment of PPK members in Banda Aceh City is based on the procedures regulated by the General Election Commission Regulation (PKPU) Number 8 of 2022 concerning the Establishment of the Work Procedures of the Election Organizer Ad Hoc Body. Based on the problems in this study, the Empirical Juridical research method is used to directly see the facts on the ground. In this case, data was obtained through interviews with respondents and informants related to this study. From the results of the study, it can be concluded that there are still obstacles in the recruitment of PPK members in Banda Aceh City, such as lack of transparency in the selection, indications of involvement of certain parties, and weak supervision of the neutrality of election organizers. This has the potential to affect the legitimacy of the election and cause disputes in the implementation process. This condition shows that the supervision system is still weak, existing regulations have not been optimally enforced, and regulations related to the independence of election organizers still need strengthening. It is recommended to the Banda Aceh City KIP to tighten the selection process for PPK members in accordance with Article 35 paragraph (1) of PKPU Number 8 of 2022 by conducting a thorough background verification. The Banda Aceh City Panwaslih needs to strengthen supervision so that recruitment is free from political intervention, Political Party Administrators are expected not to interfere in the selection process, support from the local government and active participation of the community and academics is needed to maintain the integrity of the election implementation.
