ABSTRAK
Sawit merupakan salah satu komoditas unggulan dalam kegiatan pertanian terutama subsektor perkebunan. PT. Laot Bangko adalah salah satu perusahaan sawit di Kota Subulussalam yang memiliki areal HGU Seluas 6800 h. Izinya berakhir pada tanggal 31 desember 2019, maka penyusutan areal disebut plasma untuk kebun, jalan, transmigrasi, kemudian penguasaan masyarakat seluas 1,453,53 h. Namun kenyataannya hingga saat ini PT. Laot Bangko belum memenuhi syarat-syarat yang mengharuskannya melepas sekian hektar lahan sesuai dengan aturan untuk memperpanjang Surat Kuputusan (SK) HGU, maka timbulah polemik di masyarakat yang memperburuk komunikasi antara pihak PT. Laot Bangko dengan masyarakat. Untuk itu diperlukan peran pemerintah dalam menyelesaikan masalah tersebut. Tujuan penelitian ini untuk mengetahui peran pemerintah Kota Subulussalam dalam menyelesaikan konflik serta hambatan-hambatan yang dihadapi oleh pemerintah Kota Subulussalam dalam upaya penyelesaian konflik PT. Laot Bangko. Penelitian ini menggunakan teori Konflik Ralf Dahrendorf yang menganalisis terkait konflik dan teori kebijakan publik Thomas Dye dengan metode kualitatif dan dijabarkan secara deskriptif. Adapun hasil dari penelitian ini berdasarkan fakta-fakta di lapangan. Peran pemerintah dalam upaya penyelesaian konflik PT. Laot Bangko di Kota Subulussalam yaitu kunci utama dalam penyelesaian konflik adalah komunikasi, dengan melakukan komunikasi yang tepat di harapkan juga mendapat solusi dan jalan terbaik. Dalam hal ini pemerintah berperan sebagai penengah antara perusahaan dengan masyarakat, pemerintah harus adil dan tidak boleh memihak kesalah satu kelompok, yang menjadi penyelesaian dari konflik tersebut adalah pemerintah yang benar-benar harus mengambil sikap tegas antara kedua belah pihak. upaya yang dilakukan oleh pemerintah hari ini sudah berjalan dengan sistematis dan efesien. Terdapat langkah-langkah yang dinilai strategis oleh pemerintah dalam menyelesaikan konflik ini, mulai dari proses mediasi, pertimbangan kepentingan dua pihak, mempertemukan kedua belah pihak dan terakhir pemerintah mengambil keputusan berdasarkan langkah-langkah sebelumnya. Namun apabila tidak terdapat titik temu maka pemerintah akan memfasilitasi permasalahan tersebut ke jalur hukum.

ABSTRACT Palm oil is one of the leading commodities in agricultural activities, especially in the plantation sector. PT. Laot Bangko is one of the palm oil companies in Subulussalam City which has a HGU area of 6800 h. The permit expires on December 31, 2019, so the shrinkage of the area is called plasma for plantations, roads, transmigration, then community control of 1,453.53 h. But in reality until now PT. Laot Bangko has not fulfilled the conditions that require it to spend several hectares of land in accordance with the rules for extending the HGU Decision Letter (SK), resulting in a polemic in the community where communication between PT. Laot Bangko with the community. For this reason, the government's role is needed in solving this problem. The purpose of this study was to determine the role of the Subulussalam City government in resolving conflicts and the obstacles faced by the Subulussalam City government in efforts to resolve the PT. Bangko Sea. This study uses Ralf Dahrendorf's conflict theory which analyzes related conflicts and Thomas Dye's public policy theory with qualitative methods and is described descriptively. The results of this study are based on facts in the field. The role of the government in efforts to resolve the PT. Laot Bangko in Subulussalam City, namely the main key in conflict resolution is communication, by carrying out the right communication it is hoped that the solution and the best way will also be obtained. In this case the government acts as an intermediary between the company and the community, the government must be fair and must not side with one group, the solution to the conflict is the government which really has to take a firm stand between the two parties. the efforts made by the government are currently running systematically and efficiently. There are steps that are considered a strategy by the government in resolving this conflict, starting from the mediation process, considering the interests of the two parties, bringing the two parties together and finally the government making decisions based on the previous steps.
