ABSTRAK

Berdasarkan Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2016 Tentang Pedoman Pengelolaan Barang Milik Daerah Pasal 9 Ayat (1) berbunyi Gubernur/Bupati/Walikota adalah pemegang kekuasaan pengelolaan barang milik daerah. Kemudian dalam Peraturan Presiden Nomor 95 Tahun 2018 Tentang Sistem Pemerintahan Berbasis Elektronik (SPBE) Pasal 2 ayat (1) menyebutkan salah satu prinsip pelaksanaan SPBE yakni menerapkan prinsip efektivitas. Namun ditinjau dari segi efektivitas penerapan teknologi berbasis aplikasi oleh pemerintah Aceh Besar hingga saat ini belum menunjukkan hasil yang maksimal, ditandai dengan penggunaan aplikasi yang belum secara menyeluruh digunakan oleh beberapa Satuan Kerja Perangkat Daerah (SKPD) yang terdapat pada pemerintah Aceh Besar. Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas dan dampak penggunaan aplikasi Sistem Informasi Manajemen Aset Aceh Besar (SIMANTAB) terhadap pengelolaan barang milik daerah Kabupaten Aceh Besar. Metode yang digunakan pada penelitian ini kualitatif-deskriptif dengan mengumpulkan data melalui obeservasi, wawancara, dan dokumentasi. Selanjutnya data tersebut di analisis menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan. Kemudian teori yang digunakan adalah teori efektivitas berdasarkan indikator pencapaian tujuan, integrasi, dan adaptasi. Hasil penelitian menunjukkan bahwa penggunaan aplikasi SIMANTAB masih belum efektif digunakan karena kualitas aplikasi yang belum mampu menampung secara keseluruhan data aset yang dimiliki oleh pemerintah Aceh Besar. Selain itu, penggunaan aplikasi SIMANTAB belum memberikan dampak bagi penggunanya terhadap proses percepatan pelaporan aset Aceh Besar ditandai dengan data aset yang belum terdata dengan jelas pada aplikasi tersebut. Badan Pengelolaan Keuangan Daerah (BPKD) Aceh Besar diharapkan mampu meningkatkan kapasitas dan kualitas aplikasi SIMANTAB agar menjadi aplikasi yang smart dan easy to use bagi setiap penggunanya agar menghasilkan data aset yang akurat dan terpercaya sesuai dengan tujuan awal diciptakan aplikasi ini yaitu menuju pengelolaan barang milik daerah yang berdaya guna dan berhasil guna untuk mewujudkan pelaporan keuangan yang akurat, transparan, dan akuntabel.

ABSTRACT Based on the Regulation of the Minister of Home Affairs Number 19 of 2016 concerning Guidelines for the Management of Regional Property Article 9 Paragraph (1) it reads that the Governor/Regent/Mayor is the holder of the power to manage regional property. Then in Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE) Article 2 paragraph (1) mentions one of the principles of SPBE implementation, namely applying the principle of effectiveness. However, in terms of the effectiveness of the application of application-based technology by the Aceh Besar government, so far it has not shown maximum results, marked by the use of applications that have not been thoroughly used by several Regional Work Units (SKPD) in the Aceh Besar government. This study aims to determine and analyze the effectiveness and impact of using the Aceh Besar Asset Management Information System (SIMANTAB) application on the management of regional property in Aceh Besar District. The method used in this research is qualitative-descriptive by collecting data through observation, interviews, and documentation. Furthermore, the data is analyzed using data reduction techniques, data presentation, and drawing conclusions. Then the theory used is the theory of effectiveness based on indicators of goal achievement, integration, and adaptation. The results of the study indicate that the use of the SIMANTAB application is still not effectively used because the quality of the application has not been able to accommodate the overall asset data owned by the Aceh Besar government. In addition, the use of the SIMANTAB application has not yet had an impact on the asset inventory process and the acceleration of reporting Aceh Besar assets is indicated by asset data that has not been clearly recorded in the application. The Aceh Besar Regional Financial Management Agency (BPKD) is expected to be able to increase the capacity and quality of the SIMANTAB application so that it becomes a smart and easy-to-use application for each user to produce accurate and reliable asset data in accordance with the initial purpose of this application, namely towards the management of regional property. efficient and effective way to realize accurate, transparent, and accountable financial reporting.
