Pada tahun 1976 wilayah Aceh pernah mengalami konflik hingga pada tahun 2005 menjadi momentum perdamaian antara Gerakan Aceh Merdeka dengan Pemerintah Republik Indonesia, kesepakatan damai pada tanggal 15 Agustus 2005 dengan Perjanjian MoU Helsinki. Pemerintah RI mengeluarkan Instruksi Presiden Nomor 15 tahun 2005 mengeluarkan tahapan pemulihan dimulai dari Disarmanment, Demobilitation, Reintegration. Reintegration adalah tahapan yang membutuhkan waktu dan biaya karena memulihkan kondisi pasca konflik, Badan Reintegrasi Aceh sebagai Lembaga Non Struktural Pemerintah Aceh tentunya ikut memulihkan Aceh pasca Konflik. Target dan capaian merupakan tantangan bagi Badan Reintegrasi Aceh dan menjadi tanggungjawab terhadap amanah untuk memulihkan kondisi Aceh pasca Konfik. Ditengah perjalanan realisasi Program Pemberdayaan Ekonomi Korban Konflik masih ada isu-isu yang beredar terkait belum tuntasnya pemberdayaan ekonomi bagi masyarakat korban konflik. Penelitian ini bertujuan mengetahui serta mendeskripsikan program pemberdayaan ekonomi masyarkat korban konflik dan yang menghambat dalam pelaksanaanya. Penelitian ini menggunakan Teori Evaluasi Program serta menganalisisnya dengan Teori Pemberdayaan Eknomi. Penelitian dengan metode Kualitatif dan pendekatan Deskriptif. Hasil dari Penelitian ini adalah target dan capaian pemberdayaan ekonomi yang belum tercapai, serta minimnya sumber daya manusia yang menguasai teknis lapangan sehingga terhambatnya proses pelaksanaan program. Selain itu masyarakat masih bergantung pada bentuk bantuan karena prosesnya tidak diiringi dengan pengembangan sumber daya pada masyarakat, pelaksanan Program dilakukan melalui perencanaan serta menyesuaikan kebutuhan dan latar belakang calon penerima program. Kemudian hambatan dalam penentuan sasaran yang dialami Badan Reintegrasi Aceh yang menjadi terkendala karena strategi pelaksanaan program yang belum maksimal. Pada pelakasanaan program diharapkan melibatkan Stakeholder. Meningkatkan sumberdaya manusia baik kualitas dan kuantitas, adanya peningkatan sumberdaya manusia pada penerima program, dan fungsi Satpel BRA dapat dioptimalkan.

In 1976 the Aceh region had experienced conflict until in 2005 became a momentum of peace between the Free Aceh Movement and the Government of the Republic of Indonesia, a peace agreement on August 15, 2005 with the Helsinki MoU Agreement. The Indonesian Government issued Presidential Instruction No. 15 of 2005 issuing recovery phases starting from Disarmanment, Demobilitation, Reintegration. Reintegration is a stage that takes time and cost because it restores post-conflict conditions, the Aceh Reintegration Agency as a Non-Structural Institution of the Aceh Government certainly helped restore Aceh after the Conflict. Targets and achievements are a challenge for the Aceh Reintegration Agency and are responsible for the mandate to restore aceh's condition after the conference. In the midst of the realization of the Economic Empowerment Program of Victims of Conflict there are still outstanding issues related to the unresolved economic empowerment for the communities of victims of conflict. This research aims to find out and describe economic empowerment programs of people who are victims of conflict and those that hinder their implementation. This research uses program evaluation theory and analyzes it with the theory of economic empowerment. Research with qualitative methods and descriptive approaches. The results of this research are the targets and achievements of economic empowerment that have not been achieved, as well as the lack of human resources that master the technical field so that the program implementation process is hampered. In addition, the community still relies on the form of assistance because the process is not accompanied by the development of resources in the community, the implementation of the program is done through planning and adjusting the needs and background of prospective program recipients. Then the obstacles in determining the targets experienced by the Aceh Reintegration Agency became constrained because the program implementation strategy was not yet maximal. In the implementation of the program is expected to involve stakeholders. Increase human resources both quality and quantity, there is an increase in human resources in program recipients, and Satpel BRA functions can be optimized.
