ABSTRAK


Perkembangan teknologi informasi dan komunikasi telah menyebabkan dunia
tanpa batas dalam bidang politik, sosial, ekonomi, dan budaya. Perkembangan
teknologi ini telah memberikan pengaruh besar bagi masyarakat, baik pengaruh
positif maupun dampak negatif. Dampak positif memberikan kemudahan bagi
masyarakat dalam menyelesaikan aktivitasnya, sedangkan dampak negatif yang
ditimbulkan dapat berupa merosotnya moral masyarakat. Praktek bisnis prostitusi
online yang semakin marak akhir-akhir ini perlu mendapat perhatian yang serius,
mengingat praktek ini belum memiliki pengaturan yang jelas dan kuat dari
Pemerintah sebagai pemegang kekuasaan, sehingga para pelakunya tidak dapat
dijerat dengan ancaman pidana. Padahal, dengan adanya prostitusi online dapat
menjatuhkan marwah pemerintah Aceh sebagai daerah yang menerapkan syariat
islam. Penelitian ini bertujuan untuk mengetahui faktor penyebab terjadinya
prostitusi online dan kebijakan pemerintah dalam menangani praktik prostitusi
online di Kota Banda Aceh. Penelitian ini menggunakan metode kualitatif
deskriptif. Hasil penelitian menyebutkan bahwa 1) faktor penyebab prostitusi
online di Kota Banda Aceh yaitu faktor perilaku lingkungan, gaya hidup (life
style), lemahnya kontrol pemerintah, tidak adanya regulasi terkait prostitusi
online, tidak adanya SDM terkait IT, 2) Peran pemerintah dalam menangani
prostitusi online yaitu pemberian sanksi Hukum kepada Pelaku, memberi
sosialiasi tentang bahaya Prostitusi Online. Kesimpulan penelitian ini kebijakan
pemerintah Aceh terkait prostitusi online belum maksimal hal ini terlihat dari
qanun jinayah yang tidak mengatur secara khusus tentang perilaku prostitusi
online dan sanksi bagi pelaku prositusi online.

ABSTRACT


The development of information and communication technology has led to a
world without borders in the political, social, economic and cultural fields. The
development of this technology has had a major impact on society, both positive and
negative impacts. The positive impact makes it easy for the community to complete
its activities, while the negative impact can be in the form of a decline in
community morale. The practice of the online prostitution business that has
become increasingly prevalent lately needs serious attention, considering that this
practice does not yet have a clear and strong regulation from the Government as
the holder of power, so that the perpetrators cannot be charged with criminal
threats. In fact, the existence of online prostitution can bring down the spirit of the
Aceh government as an area that implements Islamic law. This research uses
descriptive qualitative method. The results of the study indicate that 1) the factors
causing online prostitution in Banda Aceh are environmental behavior factors,
lifestyle (life style), weak community control, absence of regulations related to
online prostitution, absence of human resources related to IT, 2) The role of the
government in dealing with prostitution online, namely the provision of legal
sanctions to perpetrators, providing socialization about the dangers of online
prostitution. Online prostitution is rife with government action and requires the
cooperation of a number of parties
