ABSTRAK
Pertumbuhan jumlah penduduk dan aktivitas masyarakat di Kabupaten Aceh Tengah menyebabkan volume timbulan sampah terus meningkat setiap tahunnya, sementara kapasitas Tempat Pembuangan Akhir (TPA) di Uer Tetemi sudah tidak lagi memadai dan menimbulkan penolakan dari masyarakat sekitar akibat pencemaran lingkungan permukiman. Merespons persoalan tersebut, Pemerintah Kabupaten Aceh Tengah menerapkan kebijakan pengelolaan sampah berbasis konsep Reduce, Reuse, Recycle (3R) sebagaimana diatur dalam Qanun Nomor 1 Tahun 2018. Penelitian ini bertujuan untuk mengkaji bagaimana implementasi kebijakan tersebut dijalankan di lapangan serta mengidentifikasi faktor-faktor yang menjadi hambatan dalam proses pelaksanaannya. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi lapangan, wawancara mendalam, dan dokumentasi. Analisis menggunakan teori implementasi kebijakan George C. Edward III, yang mencakup empat indikator utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan sampah 3R di Kabupaten Aceh Tengah belum berjalan secara efektif. Fasilitas Tempat Pengelolaan Sampah berbasis 3R (TPS3R) yang telah dibangun tidak lagi aktif dan kebijakan tersebut berhenti sejak tahun 2023, akibat pergantian kepengurusan yang tidak diikuti keselarasan kebijakan, sosialisasi yang hanya menjangkau sebagian desa, serta lemahnya penegakan Qanun Nomor 1 Tahun 2018 sehingga tidak ada sanksi tegas bagi pelanggar. Ketika minimnya peran pemerintah daerah, Dharma Wanita Persatuan Kabupaten Aceh Tengah justru berhasil menjalankan pengelolaan sampah secara mandiri, bahkan menjalin kerja sama dengan pihak swasta. Berdasarkan temuan tersebut, penelitian ini merekomendasikan agar pemerintah daerah mengaktifkan kembali fasilitas TPS3R, memperluas jangkauan sosialisasi, memperkuat penegakan hukum, dan menjamin keberlanjutan kebijakan meskipun terjadi pergantian kepemimpinan

ABSTRACT Population growth and community activities in Aceh Tengah Regency have caused the volume of waste generation to continue increasing every year, while the capacity of the Final Disposal Site (TPA) in Uer Tetemi is no longer adequate and has triggered rejection from surrounding communities due to environmental pollution in residential areas. In response to this issue, the Aceh Tengah Regency Government implemented a waste management policy based on the Reduce, Reuse, Recycle (3R) concept as stipulated in Qanun (Regional Regulation) Number 1 of 2018. This study aims to examine how the implementation of this policy is carried out in the field and to identify the factors that hinder its implementation process. The research uses a descriptive qualitative approach with data collection techniques through field observation, in-depth interviews, and documentation. The analysis employs George C. Edward III's policy implementation theory, which encompasses four main indicators: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of the 3R waste management policy in Aceh Tengah Regency has not been running effectively. The 3R-based Waste Management Facility (TPS3R) that had been built is no longer active, and the policy has been halted since 2023 due to a change in management that was not accompanied by policy alignment, socialization that only reached some villages, and weak enforcement of Qanun Number 1 of 2018, resulting in no firm sanctions for violators. Amid the minimal role of the local government, the Dharma Wanita Persatuan (Women's Solidarity Organization) of Aceh Tengah Regency has instead succeeded in managing waste independently, even establishing partnerships with the private sector. Based on these findings, this study recommends that the local government reactivate the TPS3R facility, expand the reach of socialization efforts, strengthen law enforcement, and ensure the sustainability of the policy despite changes in leadership.
