Beras merupakan komoditas pangan pokok yang memiliki peran strategis dalam pembentukan inflasi pangan di Indonesia, termasuk di Kota Banda Aceh. Sejak tahun 2020, harga beras di Kota Banda Aceh menunjukkan tren kenaikan yang cukup signifikan, meningkat dari Rp10.350/kg pada Januari 2020 menjadi Rp13.650/kg pada Desember 2024, atau naik sekitar 31,9% selama lima tahun. Data Badan Pusat Statistik juga mencatat bahwa beras merupakan komoditas dengan andil inflasi terbesar (0,70%) dibandingkan komoditas pangan lainnya. Selain faktor harga, dinamika inflasi pangan berbasis beras turut dipengaruhi oleh ketersediaan, penyaluran, dan kebijakan pemerintah, seperti penetapan Harga Eceran Tertinggi (HET), program Stabilisasi Pasokan dan Harga Pangan (SPHP), serta kebijakan relaksasi impor beras. Penelitian ini dilaksanakan di Kota Banda Aceh dengan menggunakan data sekunder berupa data runtun waktu (time series) bulanan periode 2020--2024 yang bersumber dari Badan Pusat Statistik (BPS), Pusat Informasi Harga Pangan Strategis (PIHPS) Bank Indonesia, serta dokumen resmi Kementerian Perdagangan. Penelitian ini menggunakan metode kuantitatif dengan pendekatan ekonometrika Autoregressive Distributed Lag (ARDL) untuk menganalisis pengaruh harga beras, ketersediaan beras, penyaluran beras, dan kebijakan pemerintah terhadap inflasi pangan, baik dalam hubungan jangka pendek maupun jangka panjang. Hasil estimasi model ARDL (4,0,1,1,1) menunjukkan bahwa harga beras berpengaruh positif namun tidak signifikan terhadap inflasi pangan (p=0,7638 jangka pendek; p=0,7645 jangka panjang), karena harga telah dikendalikan melalui kebijakan HET dan SPHP. Ketersediaan beras berpengaruh positif dan signifikan (p=0,0285 jangka pendek; p=0,0743 jangka panjang), berlawanan arah dengan hipotesis, karena peningkatan ketersediaan lebih mencerminkan respons kebijakan terhadap tekanan harga yang sudah terjadi. Penyaluran beras berpengaruh negatif dan signifikan (p=0,0001 jangka pendek; p=0,0013 jangka panjang), sesuai dengan hipotesis, yang menunjukkan bahwa kelancaran penyaluran beras berperan nyata dalam menekan inflasi pangan. Kebijakan pemerintah (relaksasi impor beras) berpengaruh positif dan signifikan (p=0,0301 jangka pendek; p=0,0920 jangka panjang), berlawanan arah dengan hipotesis, karena kebijakan tersebut bersifat reaktif terhadap tekanan inflasi yang telah terjadi. Secara keseluruhan, keempat variabel memiliki hubungan jangka panjang (kointegrasi) dengan inflasi pangan (F-statistic = 8,407738) dan model mampu menjelaskan 49,32% variasi inflasi pangan di Kota Banda Aceh, dengan penyaluran beras sebagai variabel yang paling konsisten memengaruhi inflasi pangan sesuai arah dan signifikansi yang dihipotesiskan.

Rice is the primary staple food commodity and plays a strategic role in shaping food inflation in Indonesia, including in Banda Aceh City. Since 2020, rice prices in Banda Aceh have shown a significant upward trend, increasing from IDR 10,350/kg in January 2020 to IDR 13,650/kg in December 2024, representing an increase of approximately 31.9% over five years. Data from Statistics Indonesia (BPS) also indicate that rice contributed the largest share to inflation (0.70%) compared to other food commodities. In addition to price factors, rice-based food inflation dynamics are influenced by rice availability, distribution, and government policies, such as the implementation of the Highest Retail Price (HET), the Food Supply and Price Stabilization Program (SPHP), and the rice import relaxation policy. This study was conducted in Banda Aceh City using secondary monthly time-series data for the 2020–2024 period obtained from Statistics Indonesia (BPS), the Strategic Food Price Information Center (PIHPS) of Bank Indonesia, and official documents from the Ministry of Trade. The study employed a quantitative approach using the Autoregressive Distributed Lag (ARDL) econometric model to examine the effects of rice prices, rice availability, rice distribution, and government policies on food inflation in both the short run and the long run. The results of the ARDL (4,0,1,1,1) model estimation indicate that rice prices have a positive but insignificant effect on food inflation (p = 0.7638 in the short run; p = 0.7645 in the long run), as prices have been regulated through the HET and SPHP policies. Rice availability has a positive and significant effect (p = 0.0285 in the short run; p = 0.0743 in the long run), contrary to the initial hypothesis, as increased availability reflects policy responses to existing price pressures. Rice distribution has a negative and significant effect (p = 0.0001 in the short run; p = 0.0013 in the long run), consistent with the hypothesis, indicating that efficient rice distribution plays a significant role in reducing food inflation. Government policy, represented by the rice import relaxation policy, has a positive and significant effect (p = 0.0301 in the short run; p = 0.0920 in the long run), contrary to the hypothesis, because the policy was implemented as a reactive measure to inflationary pressures that had already occurred. Overall, the four independent variables exhibit a long-run relationship (cointegration) with food inflation (F-statistic = 8.407738), and the model explains 49.32% of the variation in food inflation in Banda Aceh City, with rice distribution emerging as the most consistent variable affecting food inflation in terms of both the expected direction and statistical significance.
