Penelitian ini bertujuan untuk menghasilkan soal numerasi dengan konteks Program Makan Bergizi Gratis (MBG) yang memenuhi kriteria valid untuk siswa SMA. Penelitian ini dilatarbelakangi oleh masih rendahnya kemampuan numerasi siswa di Indonesia serta keterbatasan ketersediaan soal numerasi yang berbasis konteks kehidupan nyata. Oleh karena itu, diperlukan pengembangan soal numerasi yang kontekstual dan relevan dengan kehidupan siswa. Penelitian ini menggunakan metode Research and Development (R&D) dengan model pengembangan Tessmer yang meliputi tahap preliminary dan formative evaluation. Namun, penelitian ini dibatasi sampai tahap expert review untuk mengkaji validitas soal. Subjek penelitian terdiri dari empat validator, yaitu dua dosen pendidikan matematika dan dua guru matematika SMA. Instrumen penelitian berupa lembar validasi yang mencakup aspek isi, konstruk, dan bahasa. Produk yang dihasilkan berupa 15 butir soal numerasi pada materi aljabar dengan berbagai bentuk soal AKM, yaitu pilihan ganda, pilihan ganda kompleks, menjodohkan, isian singkat, dan uraian. Hasil analisis menunjukkan bahwa soal numerasi yang dikembangkan memperoleh tingkat validitas yang sangat tinggi pada aspek isi, konstruk, dan bahasa sehingga berada pada kategori sangat valid. Dengan demikian, soal numerasi dengan konteks Program Makan Bergizi Gratis dinyatakan layak digunakan sebagai instrumen untuk mengukur kemampuan numerasi siswa SMA.

This study aimed to develop numeracy questions based on the context of the Free Nutritious Meal Program (MBG) that meet validity criteria for senior high school students. The study was motivated by the relatively low numeracy ability of students in Indonesia and the limited availability of contextual numeracy questions related to real-life situations. Therefore, developing contextual numeracy questions relevant to students' daily lives is necessary. This study employed a Research and Development (R&D) method using the Tessmer development model, which includes the preliminary and formative evaluation stages. However, this research was limited to the expert review stage to examine the validity of the questions. The research subjects consisted of four validators, including two mathematics education lecturers and two senior high school mathematics teachers. The research instrument was a validation sheet covering content, construct, and language aspects. The product developed consisted of 15 numeracy items on algebra material with various AKM question formats, including multiple choice, complex multiple choice, matching, short answer, and essay. The results showed that the developed numeracy questions achieved a very high level of validity in terms of content, construct, and language aspects, categorized as very valid. Therefore, the numeracy questions with the context of the Free Nutritious Meal Program are feasible to be used as an instrument to measure senior high school students' numeracy skills.
