Kolaborasi antara pemerintah daerah dan sektor swasta dalam pelaksanaan CSR menjadi penting untuk menangani permasalahan sosial, khususnya di wilayah pertambangan. Penelitian ini mengkaji pelaksanaan collaborative governance antara PT. Mifa Bersaudara dengan pemerintah daerah Kabupaten Aceh Barat dalam implementasi CSR layanan kesehatan gratis di Kecamatan Meureubo. Latar belakang dari penelitian ini didasari dari pentingnya sinergi antara perusahaan, pemerintah dan masyarakat dalam menjawab tantangan kesehatan di wilayah binaan lingkar tambang. Penelitian ini menggunakan landasan teori collaborative governance oleh Ansell & Gash 2007 dengan 5 indikator yaitu Starting Condition, Institusional Design, Facilitative Leadership, Collaborative Process, dan Outcome. Metode penelitian kualitatif dipilih dengan mengumpulkan data melalui wawancara, observasi, dan dokumentasi dari informan pemerintah, perusahaan, dan masyarakat setempat. Hasil penelitian menunjukkan bahwa kolaborasi antara PT. Mifa Bersaudara dengan Dinas Kesehatan, Bappeda, dan UPTD Puskesmas Meureubo telah berjalan melalui koordinasi dalam perencanaan, pelaksanaan, serta pemantauan program layanan kesehatan gratis. Kolaborasi tersebut diwujudkan dalam bentuk identifikasi kebutuhan kesehatan masyarakat, penyediaan tenaga medis dan fasilitas kesehatan, serta dukungan teknis selama pelaksanaan kegiatan. Meskipun demikian, pelaksanaan kolaborasi belum berjalan sepenuhnya optimal karena masih ditemui hambatan seperti lemahnya transparansi dan akuntabilitas serta kepercayaan antar aktor yang belum optimal. Oleh karena itu diperlukan adanya penguatan mekanisme serta transparansi terhadap hambatan tersebut., agar manfaat program CSR dapat dirasakan oleh masyarakat dan berkelanjutan.

Collaboration between local government and the private sector in the implementation of Corporate Social Responsibility (CSR) is essential to address social issues, particularly in mining areas. This study examines the implementation of collaborative governance between PT. Mifa Bersaudara and the Government of Aceh Barat Regency in the implementation of free health service CSR programs in Meureubo District. The background of this research is based on the importance of synergy among companies, government, and the community in responding to health challenges in mining-affected areas. This study is grounded in the collaborative governance theory proposed by Ansell and Gash (2007), which consists of five indicators: starting conditions, institutional design, facilitative leadership, collaborative process, and outcomes. A qualitative research method was employed by collecting data through interviews, observations, and documentation from government officials, company representatives, and local community members. The findings indicate that collaboration between PT. Mifa Bersaudara, the Health Office, Bappeda, and the Meureubo Public Health Center (UPTD Puskesmas Meureubo) has been implemented through coordination in planning, implementation, and monitoring of the free health service program. This collaboration is manifested in identifying community health needs, providing medical personnel and health facilities, and offering technical support during program implementation. However, the collaborative process has not been fully optimal due to obstacles such as weak transparency and accountability, as well as insufficient trust among actors. Therefore, strengthening institutional mechanisms and enhancing transparency are necessary to ensure that the benefits of CSR programs can be effectively experienced by the community and sustained over time.
