Safrina, S.H., M.H., M.EPM Deforestation in the Rawa Singkil Wildlife Reserve continues to intensify despite its formal legal protection. Ongoing forest encroachment, illegal palm oil expansion, and weak environmental law enforcement illustrate persistent governance challenges in the area. These problems are compounded by ambiguous jurisdictional boundaries between central and regional authorities, institutional corruption, and the limited capacity of local conservation authorities. This research aims to analyze the existing forms of legal protection governing the Rawa Singkil Wildlife Reserve and to examine the major obstacles hindering the implementation of environmental laws against deforestation. This Research using a normative juridical method with juridical, conceptual and statutory approaches, this study relies on primary sources such as national regulations and international conventions, supported by secondary materials from academic literature and institutional reports. Data were obtained through extensive literature review and analyzed qualitatively using descriptive analysis. The findings show that strengthening environmental governance has become increasingly urgent. Legal reforms such as Law Number 32 of 2024 amending Law Number 5 of 1990 are found to be inadequately enforced. Although the national legal framework provides administrative and criminal sanctions, overlapping authority, weak inter-agency coordination, limited supervision, and corruption in permit processes significantly undermine enforcement. Additional obstacles include traceability problems in the illegal palm oil supply chain, shortages of human and technological resources, and political economic pressures that discourage strict law enforcement. The study recommends strengthening preventive and repressive legal mechanisms through clearer boundary demarcation, improved community based environmental education, and stricter, digitally monitored licensing supervision. Consistent enforcement of Law Number 32 of 2024, supported by increased ranger capacity, anti-corruption controls, judicial oversight, and the application of criminal sanctions alongside ecological compensation and restorative approaches, is essential to ensure effective law enforcement and sustainable governance of the Rawa Singkil Wildlife Reserve.
