Perkembangan zaman di era teknologi sehingga terjadinya transformasi inovatif dalam pelayanan publik, hal tersebut terjadi juga pada Kota Banda Aceh. Aplikasi PLN Mobile muncul sebagai bentuk inovasi pelayanan. Namun, dalam perjalanannya pada aplikasi PLN Mobile ini penulis melihat masih terdapat masyarakat yang belum merasakan inovasi yang dilakukan oleh pihak PLN ini. Maka dari itu penelitian ini bertujuan untuk memahami bagaimana inovasi yang disediakan melalui aplikasi PLN Mobile dan melihat hambatan yang dirasakan pihak PLN selama pengimplementasiannya di Kota Banda Aceh. Aplikasi PLN Mobile ini berfungsi sebagai platform digital yang memungkinkan masyarakat mendapatkan informasi darimana saja dan dapat melakukan pengaduan dimana saja dan kapan saja. Penelitian ini menggunakan teori Innovative Governance yang dikemukakan oleh Tahir, dengan metode kombinasi (mix methods). Teknik pengumpulan data dilakukan melalui penyebaran angket/kuesioner dan juga melalui wawancara serta dokumentasi. Sementara itu, teknik analisis data yang digunakan dalam penelitian ini adalah SPSS dengan uji validitas dan uji reliabilitas. Hasil uji validitas mendapatkan hasil valid yang mana r hitung > r tabel, dimana nilai r hitung pada pengujian validitas ini, n = 100 dan α = 0.05, maka r tabel (0.10, 100) = 0.194 setiap item pertanyaan. Dan hasil uji reliabilitas mendapatkan raw alpha 0.763 ≥ 0.60 yang mana memiliki tingkat reliabilitas tinggi, maka dapat disimpulkan pertanyaan kuesioner adalah reliabel tinggi sehingga masih layak digunakan sebagai instrumen penelitian. Namun di lapangan dalam pengimplementasian aplikasi PLN Mobile ini terdapat masyarakat yang masih belum dapat merasakan inovasi ini. Dan juga dalam implementasinya masih terdapat kendala pada aplikasi seperti bug dan kendala yang dirasakan pada masyarakat yaitu kurangnya sosialisasi dari pihak PLN sehingga masih ada masyarakat sama sekali belum mengetahui aplikasi PLN Mobile, hal tersebut di jelaskan juga oleh narasumber penulis yang merupakan pengguna aktif aplikasi PLN Mobile. Kepada pihak PLN UID Aceh sebaiknya untuk meningkatkan upaya promosi dan edukasi secara menyeluruh kepada masyarakat guna memperluas pemahaman serta mengoptimalkan penerimaan terhadap inovasi yang dikembangkan, sehingga tujuan inovasi tersebut dapat terelasisasi secara efektif dan memberikan manfaat yang maksimal bagi masyarakat luas.

The development of the times in the technological era so that innovative transformations in public services occur, this also happens in the city of Banda Aceh. The PLN Mobile application emerged as a form of service innovation. However, on his way to the PLN Mobile application, the author sees that there are still people who have not felt the innovation carried out by PLN. Therefore, this study aims to understand how innovations are provided through the PLN Mobile application and look at the obstacles felt by PLN during its implementation in the city of Banda Aceh. The PLN Mobile application functions as a digital platform that allows the public to get information from anywhere and can make complaints anywhere and anytime. This research uses the theory of Innovative Governance proposed by Tahir, with a combination method. The data collection technique was carried out through the distribution of questionnaires and also through interviews and documentation. Meanwhile, the data analysis technique used in this study is SPSS with validity test and reliability test. The results of the validity test get a valid result where r is calculated > r table, where the value r is calculated in this validity test, n = 100 and α = 0.05, then r table (0.10, 100) = 0.194 per question item. And the results of the reliability test get a raw alpha of 0.763 ≥ 0.60 which has a high level of reliability, so it can be concluded that the questionnaire questions are highly reliable so they are still suitable for use as a research instrument. However, in the field in the implementation of the PLN Mobile application, there are people who still cannot feel this innovation. And also in its implementation, there are still obstacles to the application such as bugs and obstacles that are felt in the community, namely the lack of socialization from PLN so that there are still people who do not know the PLN Mobile application at all, this was also explained by the author who is an active user of the PLN Mobile application. To PLN UID Aceh, it is better to increase efforts to promote and educate the community as a whole in order to expand understanding and optimize acceptance of the innovations developed, so that the goals of the innovation can be effectively aligned and provide maximum benefits for the wider community.
