Penerapan open government di Desa Baroh masih menghadapi tantangan terkait transparansi informasi, partisipasi masyarakat, dan kolaborasi. Dalam praktiknya, Desa Baroh belum sepenuhnya optimal dalam menerapkan prinsip tersebut. Indikator-indikator seperti transparansi informasi, partisipasi masyarakat, dan kolaborasi antara pemangku kepentingan masih perlu ditingkatkan agar open government dapat terlaksana dengan baik. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana Penerapan dan hambatan prinsip open government dalam Pemerintahan Desa Baroh. Penelitian ini menggunakan teori open government menurut Wirzt dan Birkmeyer dengan 3 indikator, transparansi, partisipasi, kolaborasi serta analisis penelitian ini menggunakan konsep penyelenggaraan pemerintahan desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif untuk membantu penulis dalam penelitian. Dalam rangka penelitian ini, wawancara juga dilakukan dengan responden dan informan. Hasil penelitian menunjukkan bahwa penerapan open government di Desa Baroh belum optimal dalam mewujudkan pemerintahan yang transparan, partisipatif, dan kolaboratif. Dari segi transparansi informasi yang belum optimal karena informasi sering sulit dijangkau terutama oleh warga, dan penggunaan media fisik yang terbatas membuat aksesibilitas informasi kurang merata. Lalu pada segi partisipasi masyarakat juga belum optimal, tercermin dari rendahnya kehadiran masyarakat dalam MUSRENBANGDes. Dan yang terkahir dari segi kolaborasi yang belum optimal karena desa ini belum memanfaatkan peluang kolaborasi dengan baik, baik dengan masyarakat maupun pihak eksternal seperti LSM dan sektor swasta. Penerapan prinsip open government terhambat oleh kurangnya pengetahuan dan akses informasi, serta rendahnya partisipasi masyarakat. Pemerintah desa disarankan untuk memperkuat kolaborasi dengan LSM, sektor swasta, dan lembaga pendidikan untuk memperkaya perencanaan dan pelaksanaan program. Selain itu, pemerintah perlu menyelenggarakan pelatihan dan sosialisasi kepada masyarakat mengenai pentingnya keterbukaan informasi dan cara mengaksesnya.

The implementation of Open Government in Baroh Village still faces challenges related to information transparency, community participation and collaboration. In practice, Baroh Village has not been fully optimized in applying these principles. Indicators such as information transparency, community participation, and collaboration between stakeholders still need to be improved so that the principles of Open Government can be implemented properly. This research aims to describe and analyze how the implementation and obstacles of Open Government principles in the Baroh Village Government. This research uses the theory of Open Government according to Wirzt and Birkmeyer with 3 indicators, transparency, participation, collaboration and analysis of this research using the concept of village governance. This research uses a qualitative method with a descriptive approach to assist the author in the research. In the framework of this research, interviews were also conducted with respondents and informants. The results showed that the implementation of Open Government in Baroh Village has not been optimal in realizing transparent, participatory, and collaborative governance. In terms of information transparency, it is not optimal because information is often difficult to reach, especially by residents, and the limited use of physical media makes information accessibility uneven. Community participation is also not optimal, as reflected in the low attendance of the community in the village development planning meeting. Finally, collaboration is not optimal because the village has not utilized collaboration opportunities well, either with the community or external parties such as NGOs and the private sector. The implementation of Open Government principles is hampered by a lack of knowledge and access to information, as well as low community participation. The village government is advised to strengthen collaboration with NGOs, the private sector, and educational institutions to enrich program planning and implementation. In addition, the government needs to conduct training and socialization to the community on the importance of information disclosure and how to access it.
