ABSTRAK
Legitimasi Partai Politik Lokal di Aceh punya pondasi yang kuat. Melalui pendekatan kualitatif, hasil penelitian ini dituangkan dalam narasi diskriptif dan argumentaif berdasarkan observasi, kajian literature, buku-buku yang relevan, data dokumen hasil kajian, informasi digital dan dari sejumlah narasumber masyarakat sipil yang relevan. Secara konseptual, legitimasi dalam penelitian ini dikonstruksikan dalam ditinjauan otoritas dan kewenangan, serta kepentingan-kepentingan legitimasi diperjuangkan oleh partai lokal Aceh. Hasil penelitian menjelaskan aspek-aspek legitimasi; Petama, legitimasi partai lokal dilihat dari paradigma sejarah konflik secara historis. Kedua, legitimasi yuridis dilihat dari kehendak merawat perdamaian sesutuhnya dengan berkomitmen menyelesaikan kewajiban hukum agar partai lokal dapat berintegrasi politik secara penuh dalam Negara Kesatuan Republik Indonesia. MoU Helsinki, Undang-Undang Pemerintahan Aceh, Peraturan Pemerintah, dan Qanun Aceh menjadi dasar hukum dalam mewujudkan implementasi partai lokal di Aceh. Berdasarkan kerangka yuridis ini, maka aspek-aspek legitimasi politik lokal Aceh dilihat dari paradigma dan dinamika politik elektoral kepemiliuan, yaitu; Pertama eksistensi elit GAM menyahuti kontestasi elektoral pilkada tahun 2006 sebagai awal mula konsolidasi perdamaian dan demokrasi lokal Aceh. Kedua, legitimasi partai lokal dilihat dalam arena kontestasi Pilkada Tahun 2012, Tahun 2017 dan Tahun 2024. Ketiga, legitimasi partai lokal dalam arena Pemilu Tahun 2009, Tahun 2014, Tahun 2017 dan Tahun 2024. Hasil penelitian diketahui eksistensi partai lokal memunculkan potensi krisis legitimasi. Selama 4 kali Pilkada dan Pemilu, elit GAM dan kekuatan Partai Aceh mampu menunjukkan eksistensi secara legitimed. Namun pola-pola dominasi dan agitasi politik menjadikan legitimasi Partai Aceh survival dalam aras demokrasi lokal Aceh. Potensi delegitimasi partai lokal sangat mungkin terjadi jika partai sipil berbasis aktivis tidak tumbuh berkembang. Partai berbasis sipil dari berbagai elemen masyarakat non-kombatan GAM adalah niscara mengukuhkan legitimasi partai lokal di Aceh. Aartikulasi, agregasi dan dominasi politik partai Aceh menguat sebagai partai politik berpengaruh di Aceh. Partai lokal Aceh lainnya hanya menjadi pelengkap saja dalam arena kontestasi kepemiluan.

ABSTRACT The legitimacy of local political parties in Aceh has a strong foundation. Through a qualitative approach, the results of this study are presented in a descriptive and argumentative narrative based on observations, literature reviews, relevant books, document data from the results of the study, digital information and from a number of relevant civil society sources. Conceptually, legitimacy in this research is constructed in terms of authority and power, as well as the legitimacy interests championed by Aceh's local parties. The results explain the aspects of legitimacy; First, the legitimacy of local parties is seen from the historical paradigm of conflict history. Second, juridical legitimacy is seen from the will to maintain peace in full by committing to complete legal obligations so that local parties can fully integrate politically in the Unitary State of the Republic of Indonesia. The Helsinki MoU, the Law on the Governing of Aceh, the Government Regulation, and the Aceh Qanun are the legal basis in realizing the implementation of local parties in Aceh. Based on this juridical framework, the aspects of Aceh's local political legitimacy are seen from the paradigm and dynamics of electoral politics, namely; First, the existence of GAM elites responded to the electoral contestation of the 2006 local elections as the beginning of the consolidation of peace and local democracy in Aceh.
