ABSTRAK
Penelitian ini bertujuan untuk mengetahui urgensi dan kebutuhan akan program beasiswa pemerintah daerah dalam pemerataan kesempatan pendidikan, serta mengeksplorasi potensi dampak positifnya terhadap pembangunan pendidikan dan pembangunan daerah secara keseluruhan. Dampak integrasi faktor sosial dan ekonomi dalam pembuatan kebijakan beasiswa, serta bagaimana hal ini mempengaruhi efektivitas program dalam mendorong akses dan kesetaraan pendidikan. Fokus penelitian ini adalah pada bagaimana kebijakan Beasiswa Aceh dirancang untuk mengatasi tantangan sosial spesifik wilayah tersebut, terutama dengan menyediakan beasiswa bagi anak-anak masyarakat miskin, yatim/piatu, dan korban pasca-konflik. Metode penelitian kualitatif melalui teknik paradigma postpositivisme yang digunakan untuk meneliti pada kondisi objek yang alamiah. Pendekatan kualitatif dalam penelitian ini untuk mengkaji data dari berbagai sumber, termasuk wawancara dengan pemangku kepentingan, analisis dokumen kebijakan, dan survei penerima beasiswa. Hasil penelitian menunjukkan bahwa mayoritas responden (96%) melaporkan bahwa kondisi sosial-ekonomi mereka sebelumnya membatasi akses ke pendidikan tinggi. Jika dilihat dari nilai R-Square yang besarnya 0,667 menunjukkan bahwa proporsi pengaruh variabel X1 dan X2 terhadap variabel Y sebesar 66,7%. Artinya, transparansi dan social-ekonomi memiliki proporsi pengaruh terhadap dampak beasiswa bagi penerima sebesar 66,7% sedangkan sisanya 33.3%. Dari hasil Uji T sosial-ekonomi berpengaruh signifikan terhadap dampak beasiswa dengan taraf keyakinan 95%. Kebijakan beasiswa yang efektif memerlukan pemahaman mendalam tentang konteks sosial dan kebutuhan pendidikan. Bantuan beasiswa Aceh berhasil menunjukkan bagaimana kebijakan yang disesuaikan dengan kondisi sosial lokal dapat meningkatkan partisipasi pendidikan dan memberikan dampak positif bagi pemulihan sosial dan ekonomi. Penerapan model pengelolaan bantuan beasiswa yang adaptif menunjukkan potensi besar dalam menciptakan program yang lebih efektif dalam meningkatkan aksesibilitas, kesetaraan, dan kualitas pendidikan bagi semua lapisan masyarakat.

The impact of integrating social and economic factors in scholarship policy-making and how this affects the effectiveness of the programme in promoting educational access and equity. The focus of this research is on how the Aceh Scholarship policy was designed to address the specific social challenges of the region, particularly by providing scholarships for children of the poor, orphans, and post-conflict victims. Qualitative research methods through postpositivism paradigm techniques are used to research on natural object conditions. The qualitative approach in this study was to examine data from various sources, including interviews with stakeholders, analyses of policy documents, and surveys of scholarship recipients. The results showed that the majority of respondents (96%) reported that their previous socio-economic conditions limited access to higher education. The R-Square value of 0.667 indicates that the proportion of influence of variables X1 and X2 on variable Y is 66.7%. This means that transparency and socio-economics have a proportion of influence on the impact of scholarships for recipients of 66.7% while the remaining 33.3%. From the results of the T-test, socio-economics has a significant effect on the impact of scholarships with a confidence level of 95%. Effective scholarship policies require a comprehensive understanding of the social context and educational needs. Aceh's scholarship programme has demonstrated how policies that are tailored to local social conditions can increase educational participation and have a positive impact on social and economic recovery. The implementation of an adaptive scholarship management model shows great potential in creating a more effective programme in improving accessibility, equity and quality of education for all levels of society.
