ABSTRAK
BUMDes adalah badan usaha yang didirikan oleh desa atau bersama masyarakat
desa untuk mengelola aset, jasa pelayanan, dan usaha lainnya untuk sebesarbesarnya

kesejahteraan masyarakat desa. Fenomena yang terjadi antara
Pemerintahan Gampong Keuramat dan Badan Usaha Milik Gampong (BUMG)
yang upaya optimalisasi pengembangan program masih tidak efektif dan efisien
karena tidak ada keberlanjutan dari pengembangan program usaha yang sudah
berjalan dan kepengurusan yang masih belum baik. Penelitian ini menggunakan
pendekatan metode kualitatif deskriptif dengan menggunakan teori Good
Governance menurut Mardiasmo dan konsep BUMDes. Hasil dari penelitian ini
menunjukkan bahwasannya upaya optimalisasi Pemerintahan Gampong Keuramat
terhadap pengembangan BUMG tidak berhasil dikarenakan telah diukur dengan
beberapa indikator dari teori Good Governance seperti partisipasi, regulasi
hukum, transparansi, daya tanggap, berorientasi consensus, berkeadilan,
akuntabilitas, efektivitas dan bervisi strategis. Sehingga kesimpulan dari
penelitian bahwasannya delapan dari sembilan indikator diatas menunjukkan
pemerintahan Gampong Keuramat tidak berhasil menjadi fasilitator dalam
mengoptimalkan program kerja BUMG mereka seperti pengelolaan usaha
konveksi dan lainnya. saran demi perbaikan kedepan BUMG Gampong Keuramat
perlu adanya bimbingan khusus dari pihak pihak terkait tentang desa seperti
Dinas Pemberdayaan Masyarakat dan Gampong (DPMG), Asosiasi Pemerintahan
Desa (APDESI) serta rangkulan masyarakat untuk meningkatkan tata kelola
pengembangan BUMG Gampong ini. Serta perlu adanya komunikasi yang baik
antara pihak pemerintahan gampong dan pihak BUMG dalam menjalankan
program. Peningkatan SDM dibidang komputer juga perlu untuk membantu
masalah adminitratif.

ABSTRACT BUMDes is a business entity established by the village or together with the village community to manage assets, services, and other businesses for the greatest welfare of the village community. The phenomenon that occurs between the Keuramat Village Government and the Village-Owned Enterprises (BUMG) whose efforts to optimize program development are still ineffective and inefficient because there is no sustainability of the development of business programs that are already running and management that is still not good. This research uses a descriptive qualitative method approach using the theory of Good Governance according to Mardiasmo and the concept of BUMDes. The results of this study indicate that the efforts to optimize the Keuramat Village Government towards the development of BUMG were unsuccessful because they were measured by several indicators of Good Governance theory such as participation, legal regulation, transparency, responsiveness, consensus-oriented, fairness, accountability, effectiveness and strategic vision. So that the conclusion of the research is that eight of the nine indicators above show that the Gampong Keuramat government has not succeeded in becoming a facilitator in optimizing their BUMG work programs such as the management of convection businesses and others. suggestions for future improvement of BUMG Gampong Keuramat need special guidance from related parties about villages such as the Department of Community and Village Empowerment (DPampong). Community and Village Empowerment (DPMG), Village Government Association (APDESI) and community embrace to improve the governance of this BUMG Gampong development. And there needs to be good communication between the village government and the BUMG in running the program. Increasing human resources in the computer field is also necessary to help with administrative issues. Keyword : BUMG, Village Government, Community
