Seiring dengan bertambahnya jumlah penduduk, volume lalu lintas kendaraan semakin meningkat serta angka kecelakaan semakin tinggi. Kecelakaan lalu lintas sangat berpengaruh terhadap kenaikan angka kemiskinan dan kerugian suatu wilayah. Tujuan penelitian ini ialah untuk menganalisis besar nilai kerugian dari korban kecelakaan lalu lintas dengan metode Human Capital dan metode Willingness to Pay. Hasil dari analisis data menggunakan metode Human Capital Approach berupa biaya satuan korban kecelakaan lalu lintas di Kota Banda Aceh dan Kabupaten Aceh Besar. Kerugian untuk setiap korban yang meninggal dunia akibat kecelakaan untuk tahun 2021 senilai Rp. 778.787.493, untuk tahun 2022 senilai Rp. 864.454.117, untuk tahun 2023 senilai Rp. 959.544.070,-, besar nilai didapat dengan menganalisis karakteristik kecelakaan menggunakan pedoman perhitungan besaran biaya kecelakaan oleh Balitbang PU tahun 2003. Hasil dari pengolahan data dengan metode Willingness to Pay berdasarkan kuesioner yang telah disebar berupa nilai Value of Statistical Life (VoSL) untuk masyarakat Kota Banda Aceh didapat sebesar Rp. 2.140.254.704,- per-orang dan untuk masyarakat Kabupaten Aceh Besar didapatkan sebesar Rp. 1.968.635.663,- per-orang, nilai tersebut merupakan sejumlah kerugian yang terjadi apabila seseorang meninggal dunia atau hilangnya satu nyawa akibat kecelakaan, nilai VoSL didapatkan berdasarkan preferensi responden saat mengisi kuesioner. Penelitian ini diharapkan dapat meningkatkan kesadaran masyarakat khususnya Kota Banda Aceh dan Aceh Besar untuk lebih berhati-hati saat berkendara guna mengurangi resiko fatal kecelakaan lalu lintas mengingat kerugian kecelakaan sangat berpengaruh terhadap kenaikan angka kemiskinan dan kerugian negara.

Along with the increasing population, vehicle traffic volume and the level of vulnerability traffic accidents is getting higher. Traffic accidents greatly affect the increase in poverty and losses of an area. The purpose of this research is to find the value of losses from traffic accident victims using the Human Capital method and the Willingness to Pay method. The result of the Human Capital Approach is the costs for traffic accident victims in Banda Aceh and Aceh Besar. The loss for each victim who died due to an accident for 2021 was Rp. 778,787,493, for 2022 it was Rp. 864,454,117 and for 2023 it was Rp. 959,544,070,-, the value was obtained by analyzing accident characteristics using the guidelines for calculating the amount of accident costs published in 2003. Results from processing the Willingness to Pay method based on a questionnaire that have been distributed in the form of Value of Statistical Life (VoSL) for the people of Banda Aceh City is Rp. 2,140,254,704,-/ person and for the people of Aceh Besar Regency is Rp. 1,968,635,663,-/ person, this value is a number of losses that occur if someone dies or the loss of one life due to an accident, VoSL are obtained based on respondents preferences when filling out questionnaires. This research is expected to increase public awareness, especially in the cities of Banda Aceh and Aceh Besar to be carefully when driving in order to reduce the risk of fatal traffic accidents considering that accident losses have a big influence on increasing poverty rates and state losses.
