ABSTRACT Yanma Aditya Pratama Reserve Seat Scheme As A National Affirmative Strategy To Enhance Female Representation In The Indonesian Parliament 2024 Faculty of Law, Syiah Kuala University (ix.74 ), pp.,abbr., bibl. Muhammad Ya'kub Aiyub Kadir, S.Ag., L.L.M., Ph.D Indonesia acknowledges the importance of ensuring justice and equal access for women, particularly in the political sphere, in line with constitutional provisions and international commitments such as CEDAW. The representation of women in government is crucial for articulating and advancing women's interests, contributing to a more inclusive and democratic society. This emphasizes the significance of both the physical presence and substantive representation of women in political institutions, as suggested by Professor Jimly Asshiddiqie. By promoting women's political participation and representation, Indonesia aims to achieve a balanced and robust democratic system that upholds the rights and interests of all individuals, irrespective of gender. Additionally, many countries have consistently worked to increase women's representation in parliament to ensure the representation of women's interests in policymaking processes. This research aims to examine Indonesia's affirmative action journey in fulfilling women's representation in parliament, thereby ensuring that women's representation will have a direct impact on perceived public policies. Additionally, this study examines solutions implemented by other countries to enhance female representation in parliament. This research employs the method of normative empirical legal research. Normative legal research involves studying law as an object, while empirical legal research focuses on the application of law in society and elucidates methods for investigating the roles of policies and other legal arrangements in society. Furthermore, it examines which aspects of policies still require input and solutions to address the raised issues. This research indicates that the representation of women in the Indonesian parliament remains very low to date and has not yet reached the target set by lawmakers. The legislative target is to achieve 30% representation of women in parliament, but up until now, since 2003, the percentage of women's representation in parliament has not reached 30%. This demonstrates that the rules followed thus far have not been effective in addressing the issue of women's representation in parliament. A proposed solution is the implementation of reserve seats to enhance women's representation in parliament. Additionally, every policy issued by parliament should significantly represent women, ensuring that all issues related to women receive serious attention and can be addressed intensively. Political parties are advised to enhance political education and engage in more extensive and intensive cadreship development, particularly for female candidates, to ensure that female candidates for the DPR are not merely token representatives for party verification requirements. Furthermore, regulations concerning political parties should be strengthened to ensure that candidates endorsed by parties are truly capable and qualified to enter the political arena.
