Asesmen Kompetensi Minimum atau AKM adalah ujian pengganti Ujian Nasional yang diberikan kepada siswa untuk meningkatkan kualitas pendidikan di sekolah. Akan tetapi, sekolah belum terbiasa dengan soal AKM karena untuk mengakses soal AKM masih sangat terbatas. Untuk membantu mengatasi permasalahan tersebut, peneliti mencoba mengembangkan soal AKM numerasi untuk siswa SMP. Penelitian ini bertujuan untuk mengetahui proses pengembangan dan hasil pengembangan soal AKM konten aljabar yang memenuhi kriteria valid dengan menggunakan metode R&D dan model pengembangan Tessmer. Adapun penelitian pengembangan model Tessmer ini hanya sampai pada tahap preliminary, self evaluation, expert review, dan one-to-one saja. Sumber data pada penelitian ini yaitu 2 orang validator yang merupakan ahli di bidang pendidikan matematika serta AKM dan 1 orang guru matematika di sekolah menengah pertama. Instrumen penelitian yang digunakan berupa lembar validasi soal. Teknik analisis data diadopsi dari tahapan model Tessmer yaitu menganalisis kembali referensi yang digunakan dalam pengembangan soal, menganalisis prototype I, dan menyusun kembali hasil yang didapat melalui analisis deskriptif berdasarkan catatan validator. Hasil penelitian ini menunjukkan bahwa soal AKM konten aljabar yang telah dikembangkan sebanyak 15 soal memenuhi kriteria valid dari segi isi, konstruk, dan bahasa serta memiliki efek potensial yang merujuk pada keterbacaan soal dan ketertarikan siswa terhadap soal. Bentuk soal yang dikembangkan bervariasi yaitu pilihan ganda, pilihan ganda kompleks, isian singkat, uraian, dan menjodohkan. Implikasi penelitian ini yaitu soal-soal yang valid dapat digunakan oleh para guru dalam penerapan AKM di sekolah.

Minimum Competency Assessment or AKM is a substitute test for the National Exam that given to students to improve quality of education in schools. However, schools are not familiar with AKM questions because access to AKM questions still limited. To help overcome these problems, the researcher tried to develop numeracy AKM questions for junior high school students. This study aims to determine the development process and the results of the development of AKM questions on algebra content that meet valid criteria using the R&D method and the Tessmer development model. The Tessmer model development research only reaches the preliminary, self evaluation, expert review, and one-to-one stages. The data sources in this study are 2 validators who are experts in the field of mathematics education and AKM and 1 mathematics teacher in junior high school. The research instrument used was a question validation sheet. The data analysis technique was adopted from the stages of the Tessmer model, namely re-analyzing the references used in the development of questions, analyzing prototype I, and recompiling the results obtained through descriptive analysis based on validator notes. The results of this study indicate that the AKM questions on algebra content that have been developed as many as 15 questions meet the valid criteria in terms of content, construct, and language and have a potential effect that refers to the readability of the questions and students' interest in the questions. The form of questions developed varies, namely multiple choice, complex multiple choice, short form, description, and matching. The implication of this research is that the valid questions can be used by teachers in the implementation of AKM in schools. Keywords: Questions Development, AKM, Algebra Content, Validation
