Berdasarkan Undang-Undang Nomor 23 Tahun 2014 Tentang Pemerintah Daerah Pasal 12 ayat 2, maka Provinsi Aceh sebagai daerah otonomi memiliki kewajiban dalam membuat kebijakan terkait lingkungan hidup. Dalam Rencana Pembangunan Jangka Menengah Aceh (RPJMA) 2017-2022, Pemerintah Aceh membuat program Aceh Green sebagai tindak lanjut dari komitmen Pemerintah Aceh dalam melakukan pengelolaan lingkungan hidup dalam mewujudkan pembangunan berkelanjutan dan berwawasan lingkungan. Namun realitanya, masih banyak terjadi kerusakan lingkungan di Aceh. Tujuan dari penelitian ini untuk mengetahui implementasi dan hambatan dari kebijakan Aceh Green di Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan menganalisis teori implementasi kebijakan Edward III yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan Aceh Green belum berjalan optimal. Indikator komunikasi dari aspek transmisi dan kejelasan sudah efektif, namun dari aspek konsistensi belum efektif. Indikator sumber daya dari aspek sumber daya manusia dan sumber daya anggaran belum optimal, sedangkan dari aspek sumber daya sarana/prasarana sudah optimal. Indikator disposisi dan struktur birokrasi sudah berjalan dengan baik dan jelas. Terakhir terdapat tiga hambatan, diantaranya yaitu rendahnya keterlibatan masyarakat, keterbatasan petugas pengamanan hutan, keterbatasan insentif petugas pengamanan hutan. Untuk itu diharapkan Pemerintah Aceh, melalui Dinas Lingkungan Hidup dan Kehutanan Aceh untuk lebih menggencarkan sosialisasi, meningkatkan kerja sama dengan lintas sektor, pemberian penghargaan kepada tim patroli yang sudah berdedikasi tinggi dalam melaksanakan kebijakan Aceh Green, penambahan SDM petugas pengamanan hutan dan pengalokasian anggaran untuk tim pengamanan hutan.

Based on Law Number 23 of 2014 concerning Regional Government Article 12 paragraph 2, the Aceh Province as an autonomous region has an obligation to make policies related to the environment. In the Aceh Medium Term Development Plan (RPJMA) 2017-2022, the Government of Aceh created the Aceh Green program as a follow-up to the Aceh Government's commitment to managing the environment in realizing sustainable and environmentally sound development. But in reality, there is still a lot of environmental damage in Aceh. The purpose of this research is to find out the implementation and obstacles of the Aceh Green policy in Aceh. This study uses a qualitative approach by analyzing Edward III's policy implementation theory which includes communication, resources, dispositions, and bureaucratic structure. The results of the research show that the implementation of the Aceh Green policy has not run optimally. Communication indicators from the aspect of transmission and clarity have been effective, but from the aspect of consistency they have not been effective. The resource indicators from the aspect of human resources and budgetary resources are not yet optimal, while from the aspect of facilities/infrastructure resources they are optimal. Indicators of disposition and bureaucratic structure have been running well and clearly. Finally, there are three obstacles, including low community involvement, limited forest security officers, and limited incentives for forest security officers. For this reason, it is hoped that the Government of Aceh, through the Aceh Environment and Forestry Service, will intensify socialization, increase cross-sector collaboration, award patrol teams who are highly dedicated in implementing the Aceh Green policy, increase human resources for forest security officers and allocate budgets for the team. forest protection.
