Penelitian ini bertujuan untuk menguji pengaruh jenis pemerintah kabupaten/kota, jumlah penduduk dan luas wilayah terhadap perubahan anggaran pemerintah kabupaten/kota di Aceh tahun 2020 dan 2021. Data yang digunakan adalah data sekunder dari laporan keuangan pemerintah daerah yang telah diaudit oleh BPK RI, laporan perubahan anggaran yang diperoleh dari BPKA, data jumlah penduduk dari BPS dan data luas wilayah yang bersumber dari PERMENDAGRI nomor 72 tahun 2019. Metode analisis data yang digunakan adalah Uji Regresi Linear Berganda, Uji Koefisien Determinasi, Uji Parsial (Uji F) dan Uji Simultan (Uji T). Hasil penelitian menunjukkan bahwa variabel luas wilayah berpengaruh secara signifikan dan variabel jenis pemerintah kabupaten/kota serta jumlah penduduk tidak berpengaruh terhadap perubahan anggaran yang terjadi dimasa pandemi Covid-19 pada pemerintah kabupaten/kota di provinsi Aceh, sedangkan secara simultan ketiga variabel bebas secara simultan mempengaruhi variabel terikat. Hasil dari analisis Koefisien Determinasi sebesar 0,279 yang artinya variabel jenis pemerintah kabupaten/kota, jumlah penduduk dan luas wilayah mampu menjelaskan 27,9% dari perubahan anggaran pemerintah kabupaten/kota di masa pandemi.

This study aims to examine the effect of the type of district/city government, population and area on changes to regency/city government budgets in Aceh in 2020 and 2021. The data used is secondary data from local government financial reports that have been audited by the BPK RI, reports on changes to the budget obtained from BPKA, population data from BPS and area data sourced from the Directorate General of Population and Civil Registry of the Ministry of Home Affairs. The data analysis method used is Multiple Linear Regression Test, Coefficient of Determination Test, Partial Test (F Test) and Simultaneous Test (T Test). The results showed that the variable area size had a significant effect and the population variable with type of district/city government variable had no effect on budget changes that occurred during the Covid-19 pandemic for district/city governments in Aceh province, while simultaneously the three independent variables simultaneously affected dependent variable. The results of the Coefficient of Determination analysis are 0.279, which means that the variable type of district/city government, population and area area can explain 27.9% of changes in district/city government budgets during the pandemic.
