ABSTRAK
Pengawas sekolah memiliki tugas pokok memantau, mengawasi dan
mengevaluasi penyelenggaraan pendidikan. Kehadiran pengawas sekolah untuk
memberikan bimbingan dan pengawasan dalam meningkatkan efektivitas
pendidikan di sekolah. Oleh karena itu, tujuan penelitian ini adalah
mendiskripsikan: (1) Program pembinaan Pengawas terhadap kompetensi
supervisi akademik Kepala Sekolah; (2) Pelaksanaan program pembinaan
Pengawas; (3) Mengevaluasi program pembinaan Pengawas; dan (4) Tindak
lanjut pembinaan Pengawas terhadap kompetensi supervisi akademik Kepala
Sekolah. Penelitian ini menggunakan jenis penelitian kualitatif metode deskriptif.
Penelitian dilakukan di TK Negeri 2 dan TK Negeri 6 Kota Banda Aceh.
Pengumpulan data dengan metode wawancara, observasi dan dokumentasi. Hasil
penelitian dapat disimpulkan bahwa: (1) Penyusunan program pengawas
dilaksanakan diawal tahun anggaran, terdiri dari Rencana Program Manajerial
(RPM) dan Rencana Program Akademik (RPA); (2) Pelaksanaan program
memiliki tahapan dan penjadwalan; (3) Evaluasi program lebih kepada
peninjauan hasil pelaksanaan progam pengawas terhadap supervisi kepala
sekolah; dan (4) Tindak lanjut dan solusi tersebut adalah merekomendasikan
kepala sekolah mengikuti pelatihan Penilaian Kinerja Guru, peningkatan
intensitas supervisi kunjungan kelas dan peningkatan program pembinaan
supervisi akademik serta Penilaian Kinerja Guru secara berkala dan
berkesinambungan.

THE EFFECTIVENESS OF THE SUPERVISOR ROLE IN DEVELOPING ACADEMIC SUPERVISION COMPETENCY OF THE PRINCIPALS REGARDING THE ASSESSMENT OF KINDERGARTEN TEACHERS’ PERFORMANCE IN BANDA ACEH CITY ABSTRACT (Rosmala Dewi) School supervisors have the main tasks of monitoring, supervising and evaluating the implementation of education. The existence of school supervisors is to provide guidance and supervision in increasing the effectiveness of education in schools. Therefore, the purpose of this study was to describe: (1) the supervisory development program regarding the academic supervision competency of the principals; (2) the implementation of the supervisory development program; (3) the evaluation of the supervisory development program; and (4) the follow-ups of the supervisory development program. This qualitative research was conducted by means of a descriptive approach in State Kindergarten 2 and State Kindergarten 6 of Banda Aceh City. The data were collected through interviews, observation, and documentation. The results showed that: (1) the preparation of the supervisory development program was carried out at the beginning of the fiscal year and consisted of a managerial program plan and an academic program plan. In addition; (2) the implementation of the program had particular stages and schedules; and (3) the evaluation of the program was more about the personal assessment of the principal with certain supervision schedules. Lastly, (4) the follow-ups and the solution regarding the obstacles were in the forms of facilitating training programs related to teacher performance assessment, increasing the intensity of supervision or class visits and increasing programs for academic supervision and teacher performance assessment on a regular and continuous basis.
