Penanggulangan permasalahan kesejahteraaan sosial melalui kehadiran berbagai macam program bantuan sosial pemerintah baik yang bersifat tunai maupun nontunai nyatanya belum cukup efektif untuk meningkatkan angka kesejahteraan masyarakat miskin di Kota Banda Aceh. Tujuan penelitian ini adalah terkait pelaksanaan program SLRT dalam menanggulangi permasalahan kesejahteraan masyarakat miskin pada dinas sosial kota banda aceh serta apa saja yang menjadi kendala dalam pelaksanaan program tersebut. Dalam penelitian ini penulis menggunakan teori pelayanan dan kesejahteraan serta menggunakan konsep SLRT. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dan data diperoleh melalui dokumentasi, observasi serta wawancara yang dilakukan di Dinas Sosia Kota Banda Aceh, dan sekretariat SLRT di tiga Kecamatan yaitu Kecamatan Syiah Kuala, Kecamatan Kuta Radja dan Kecamatan Meuraxa. Hasil penelitian ini menunjukkan bahwa peningkatan angka kesejahteraan masyarakat miskin di Kota Banda Aceh melalui program SLRT tidak berjalan dengan cukup maksimal, meski telah memenuhi unsur kesejahteraan menurut Dulgoff dan Feldstein namun dalam kualitas pelayanannya belum baik karena hanya memenuhi tiga dimensi kualitas menurut Zeithaml et.all yaitu Responsiveness, Assurance dan Emphaty dan tidak sesuai dengan ketentuan Permensos RI Nomor 15 Tahun 2018 tentang Sistem Layanan Dan Rujukan Terpadu Untuk Penanganan Fakir Miskin Dan Orang Tidak Mampu. Faktor kendala dalam pelaksanan program SLRT di Kota Banda Aceh yaitu ketersediaan anggaran, SDM yang belum berkopenten sepenuhnya, serta sarana dan prasarana yang dimiliki. Kemudian dari hasil penelitian ini dapat disimpulkan bahwa penanggulangan permasalahan kesejahteraan sosial Kota Banda Aceh malalui program SLRT tidak berjalan dengan cukup baik dikarenakan banyaknya kendala yang ditemukan dalam pelaksanaan program seperti anggaran, SDM serta sarana dan prasarana.

The handling of social welfare problems through the presence of various kinds of government social assistance programs, both cash and non-cash in fact, has not been effective enough to increase the welfare of the poor in Banda Aceh City. The purpose of this research is related to the implementation of the SLRT program in tackling the problems of the welfare of the poor at the Banda Aceh City Social Service and what are the obstacles in implementing the program. In this study the authors use the theory of service and welfare and use the concept of SLRT. This study uses descriptive qualitative research methods and data obtained through documentation, observation and interviews conducted at the Social Service Office of Banda Aceh City, and the SLRT secretariat in three sub-districts, namely Syiah Kuala District, Kuta Radja District and Meuraxa District. The results of this study indicate that the increase in the welfare rate of the poor in Banda Aceh City through the SLRT program does not run optimally, even though it has fulfilled the welfare element according to Dulgoff and Feldstein, but the quality of service is not good because it only fulfills three quality dimensions according to Zeithaml et.all, namely: Responsiveness, Assurance and Empathy and not in accordance with the provisions of the Minister of Social Affairs of the Republic of Indonesia Number 15 of 2018 concerning an Integrated Service and Referral System for Handling the Poor and Underprivileged. Constraint factors in implementing the SLRT program in Banda Aceh City are the availability of budget, human resources that are not fully competent, and the facilities and infrastructure they have. Then from the results of this study it can be concluded that overcoming social welfare problems in Banda Aceh City through the SLRT program did not run well enough due to the many obstacles found in program implementation such as budget, human resources and facilities and infrastructure Keywords: Services, Social Welfare, SLRT.
