ABSTRAK

Badan Layanan Umum Daerah (BLUD) adalah salah satu Satuan Kerja Perangkat Daerah (SKPD) di lingkungan pemerintah daerah yang dibentuk untuk memberikan pelayanan kepada masyarakat berupa penyediaan barang/jasa. Salah satu instansi BLUD yaitu rumah sakit. Agar dalam pengelolaan rumah sakit dapat fleksibel dan repontif dibutuhkan bentuk tata kelola keuangan yang fleksibel berupa laporan keuangan. Untuk memberikan pemahaman kepada publik, sebuah laporan keuangan harus dianalisis menggunakan analisis rasio. Pengukuran kinerja melalui laporan realisasi anggaran diperlukan untuk menunjukkan bagaimana uang publik dibelanjakan secara ekonomis, efisien, dan efektif. Tujuan dari penelitian ini adalah melihat tingkat ekonomis, efisinsi dan efektivitas kinerja keuangan BLUD RSUD dr. Zainoel Abidin Banda Aceh. Penelitian ini menggunakan Metode Kuantitatif dengan pendekatan Analisis-Deskriptif. Penulis menggunakan dokumen Rencana Kerja dan Laporan Realisasi Anggaran yang digunakan untuk penelitian ini dengan cara mengkonfirmasi bahwa kinerja keuangan dengan indikator Value For Money sudah sesuai. Subjek dari penelitian ini adalah BLUD RSUD dr. Zainoel Abidin Banda Aceh, sedangkan objeknya LRA dan RENJA. Hasil dari penelitian ini menunjukkan kinerja BLUD RSUD dr. Zainoel Abidin masih kurang ekonomis dan tidak efisien, tetapi telah efektif berdasarkan Indikator Value for Money dan capaian kinerjanya.

ABSTRACT The Regional Public Service Agency (BLUD) is one of the Regional Apparatus Work Units (SKPD) within the regional government which was formed to provide services to the community in the form of providing goods/services. One of the BLUD institutions is a hospital. In order for hospital management to be flexible and responsive, a flexible form of financial governance is needed in the form of financial reports. To provide understanding to the public, a financial report must be analyzed using ratio analysis. Performance measurement through budget realization reports is needed to show how public money is spent economically, efficiently, and effectively. The purpose of this study was to see the level of economy, efficiency and effectiveness of the financial performance of BLUD RSUD dr. Zainoel Abidin Banda Aceh. This study uses a quantitative method with a descriptive analysis approach. The author uses the Work Plan and Budget Realization Report documents used for this research by confirming that financial performance with Value For Money indicators is appropriate. The subject of this research is BLUD RSUD dr. Zainoel Abidin Banda Aceh, The object is LRA and RENJA. The results of this study indicate the performance of the BLUD RSUD dr. Zainoel Abidin is still less economical and inefficient, but has been effective based on the Value for Money Indicator and its performance achievements..
