ABSTRAK
Konsep manajemen mutu saat ini sudah sangat berkembang baik di dunia industri maupun di dunia pendidikan. Dalam dunia pendidikan, salah satu konsep manajemen mutu adalah Total Quality Management (TQM) atau dikenal dengan konsep mutu terpadu. Tujuan penelitian ini untuk mengetahui: (1) Program yang telah disusun oleh kepala MAS Darul Aitami Aceh Selatan; (2) Implementasi program TQM; (3) Upaya yang dilakukan oleh kepala madrasah dalam mengimplementasi TQM; dan (4) Faktor penghambat dalam implementasi TQM. Teknik pengumpulan data melalui: observasi, wawancara, dan studi dokumentasi. Subjek penelitian meliputi kepala madrasah, pendidik, dan tenaga kependidikan. Analisis data dengan menggunakan deskriptif kualitatif yang meliputi dimulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian adalah (1) Program yang telah disusun oleh kepala madrasah adalah pembentukan program tahfidz Al-Qur’an, program bahasa, program sains, dan program kitab kuning; (2) Implementasi TQM dalam meningkatkan mutu pendidikan meliputi implementasi pengelolaan kurikulum, pengelolaan tenaga kerja, pengelolaan siswa, pengelolaan hubungan madrasah dengan masyarakat, dan pengelolaan iklim madrasah; (3) Upaya yang dilakukan meliputi: peningkatan profesionalisme dan kompetensi guru, menyusun dan merencanakan program madrasah, memberdayakan sumber daya madrasah dengan maksimal, menyediakan sarana dan prasarana pendidikan, meningkatkan kesejahteraan guru, mengadakan program bimbingan dan pengayaan belajar siswa serta mengembangkan karakter islami di madrasah, menjalin kerja sama dengan komite madrasah; dan (4) Hambatan yang dihadapi dalam implementasi TQM untuk meningkatkan mutu pendidikan meliputi masih terdapat kekurangan sarana dan prasarana pendukung pendidikan.

ABSTRACT The concept of quality management is currently very developed both in the industrial and in the educational sectors. In education, one of the concepts of quality management is Total Quality Management (TQM) which is also known as the concept of integrated quality. The purpose of this research was to find out: (1) the programs prepared by the principal of Darul Aitami Islamic Senior High School of Aceh Selatan; (2) the implementation of the TQM program; (3) efforts made by the principal of Darul Aitami Islamic Senior High School of Aceh Selatan in implementing TQM; and (4) the obstacles encountered in TQM implementation. The data were collected through observation, interviews, and documentation. The research subjects were the school principal, teachers, and staff. Data analysis used in this qualitative – descriptive research included data reduction, presentation, and conclusion. The results of the research indicate (1) that the programs prepared by the principal were the Quran memorization program, language program, science program, and the yellow book (Kitab Kuning) program and (2) that the implementation of TQM in improving the quality of education has included the management of curriculum, employment, student, the school relationship with the community, and the school climate. In addition, (3) the efforts made consisted of developing professionalism and competence of the teachers, compiling and planning the school programs, empowering the school resources, providing the school facilities and infrastructure, improving teacher welfare, conducting guidance and enrichment programs for student learning and developing Islamic character in the school, and establishing the cooperation with the school committees. Moreover, (4) the obstacle faced in implementing TQM to improve the quality of education was the lack of facilities and infrastructure to support the education process.
