Pada Mei 2021 lalu Pemerintah Kota Banda Aceh menyepakati relokasi
Pasar Tradisional Peunayong ke Pasar Al-Mahirah Lamdingin. Adapun kebijakan
relokasi menimbulkan pembebanan lalu lintas baru akibat pengoperasian pasar dan
intensitas hambatan samping yang berpengaruh terhadap penurunan kinerja ruas
jalan di sekitar lokasi. Tujuan dari penelitian ini adalah mengevaluasi dampak lalu
lintas yang ditimbulkan terhadap kinerja lalu lintas pada ruas Jalan Syiah Kuala
setelah beroperasinya Pasar Al-Mahirah Lamdingin jika dibandingkan dengan
sebelum beroperasinya pasar. Penelitian ini dilakukan selama 3 hari pukul 07.00-12.00
sesuai jam puncak pasar dengan survei lalu lintas pada ruas Jalan Syiah
Kuala. Data primer berupa data geometrik jalan, arus lalu lintas, hambatan samping
dan kecepatan, serta data sekunder berupa data volume Jalan Syiah Kuala tahun
2017 dan data jumlah penduduk Kota Banda Aceh. Metode pengolahan data
berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI) 2014. Hasil analisis pada
penelitian ini menunjukkan kinerja ruas Jalan Syiah Kuala mengalami perubahan
setelah beroperasinya pasar Al-Mahirah. Volume lalu lintas tertinggi sebelum
beroperasinya pasar tahun 2017 terjadi pada jam puncak pagi sebesar 767 skr/jam
dengan kelas hambatan samping pada kategori rendah. Sedangkan volume lalu
lintas tertinggi setelah beroperasinya pasar tahun 2022 terjadi pada hari Sabtu pukul
08.00-09.00 sebesar 1044,5 skr/jam dan nilai derajat kejenuhan sebesar 0,46 yang
termasuk pada kategori Level of Service (LOS) C. Hal ini diakibatkan oleh aktivitas
hambatan samping yang berada pada kelas hambatan samping sangat tinggi (ST)
sebesar 939,7 kejadian/jam dengan komponen hambatan samping berupa
kendaraan keluar masuk pasar dan kendaraan parkir/berhenti. Kecepatan rata-rata
kendaraan selama tiga hari pengamatan adalah sebesar 27,03 km/jam. Secara
keseluruhan kinerja ruas jalan sebelum dan setelah beroperasi pasar Al-Mahirah
mengalami penurunan dari LOS B menjadi LOS C.

In May 2021, the Banda Aceh City Government agreed on the relocation of Peunayong Traditional Market to Al-Mahirah Lamdingin Market. The relocation policy caused new traffic loading due to market operation and the intensity of side friction that affect the decline in the performance of roads around the site. The purpose of this study is to evaluate the impact of traffic performance on Syiah Kuala road after the operation of Al-Mahirah Lamdingin Market when compared to before the market operation. This study was conducted for 3 days from 07.00-12.00 according to the peak market hours with traffic surveys on Syiah Kuala road. The primary data is in the form of road geometric data, traffic volume, side friction and speed, as well as secondary data in the form of data on the volume of Jalan Syiah Kuala in 2017 and data on the number of residents of Banda Aceh City. Data processing methods based on the Indonesian Road Capacity Guidelines (PKJI) 2014. The results of the analysis on this study showed that the performance of jalan Syiah Kuala had changed after the operation of the Al-Mahirah market. The highest traffic volume before the operation of the market in 2017 occurred at the morning peak hour of 767 skr/hour with a side friction class in the low category (L). Meanwhile, the highest traffic volume after the operation of the market in 2022 occurred on Saturday at 08.00-09.00 of 1044.5 skr/hour and degree of saturation value is 0.46 which is included in the Level of Service (LOS) C category.This is due to the activity of side friction that are in the class of very high side barriers (VH) of 939,7 events/hour with side friction components in the form of entry and exit vehicles of the market and parking/stop vehicles. While the average speed value for the three days of observation was 27,03 km/h. Overall road performance before and after operating Al-Mahirah market decreased from LOS B to LOS C.
