Tujuan Penelitian ini adalah menjelaskan fungsi pengawasan DPRA terhadap LKPJ Kepala Daerah Aceh yang tidak sesuai dengan perundang-undangan, menjelaskan mengenai konsekuensi terhadap LKPJ yang tidak sesuai dengan RPJMA dan mengetahui tantangan yang dihadapi DPRA dalam melaksankan fungsi pengawasan terhadap LKPJ Kepala Daerah Aceh. Hasil penelitian menunjukkan, fungsi pengawasan DPRA terhadap LKPJ Kepala Daerah Aceh adalah untuk mengembangkan kehidupan berdemokrasi, menjamin keterwakilan rakyat daerah, dan menjalankan mekanisme Cheks and Balance. Hasil penilitian selanjutnya, konsekuensi terhadap LKPJ yang tidak sesuai dengan RPJMA adalah tidak memiliki konsekuensi yuridis maupun administratif. Selanjutnya, tantangan DPRA dalam melaksanakan fungsi pengawasan adalah dalam memberikan rekomendasi atas LKPJ Kepala Daerah Aceh. Disarankan kepada Pemerintah Aceh untuk lebih mengoptimalkan pelaksanaan kinerja yang dilakukan sesuai dengan RPJMA dalam hal melaksanaakan visi dan misinya yang sudah di tetapkan. Kemudian kepada Dewan Perwakilan Rakyat Aceh untuk lebih tepat waktu dalam menelaah Laporan Keterangan Pertanggungjawaban Gubernur Aceh dan juga menyampaikan rekomendasi kepada Kepala Daerah Aceh sesuai dengan ketentuan perundang – undangan yaitu 30 hari setelah penyampaian LKPJ oleh Gubernur.

This research aims to analyse the DPRA's supervisory function towards the Aceh Regional Head's RR that is not in accordance with the legislation, explain the consequences of the LKPJ that is not in accordance with the AMTDP and to find out the challenges faced by the DPRA in conducting the supervisory function of the Aceh Regional Head's LKPJ. The results of this research showed that the DPRA's supervisory function of the Aceh Regional Head's LKPJ is to develop the democratic life, ensuring the representation of the local people, and implementing the checks and balance mechanism. The result of further research, the consequence of RR that is not in accordance with the RPJMA is that it has no juridical or administrative consequences. Furthermore, the challenge for RPJMA in carrying out its supervisory function is in regards of the provision of recommendations on the LKPJ of the Aceh Regional Head. It is recommended to the Aceh Government to further optimize the implementation of performance carried out in accordance with the RPJMA in terms of implementation of the vision and mission that has been set. Then to the Aceh People’s Representative Council should be more timely in reviewing the Statement of Accountability Report of the Governor of Aceh and also to submit the recommendations to the Head of the Aceh Region in accordance with the provisions of the legislation, which is 30 days after submission of the LKPJ by the Governor.
