ABSTRAK
Kerjasama sister city antara Batam dan Yokohama merupakan salah satu contoh kerjasama pemerintah daerah di Indonesia. Kerjasama sister city merupakan salah satu bentuk dari paradiplomasi. Penelitian ini mengambil studi kasus dari Batam dan Yokohama yang melaksanakan kerjasama sister city melalui Joint Crediting Mechanism (JCM) untuk mewujudkan green city. Pelaksanaan kerjasama dalam bentuk tripartit yaitu diwakili oleh Pemerintah Kota Batam, Badan Pengusahaan Batam (BP Batam) dan Pemerintah Kota Yokohama. Penelitian ini ditinjau dari teori paradiplomasi, teori patologi birokrasi dan konsep sister city. Hal ini dikarenakan, Pemerintah Kota Batam dan BP Batam dipandang sebagai aktor daerah yang memiliki peluang untuk melaksanakan praktek paradiplomasi sebagai salah satu bentuk kegiatan yang berkaitan dengan politik luar negeri. Penelitian ini menggunakan metode penelitian deskriptif dengan jenis penelitian deskriptif analitik. Data yang diperoleh dalam penelitian melalui wawancara dan studi pustaka untuk memperoleh semua data sekunder yang terdiri dari laporan dan dokumen penting lainnya yang diolah secara kualitatif untuk menghasilkan penjelasan. Penelitian ini sampai pada kesimpulan bahwa dalam mewujudkan green city pihak Batam dan Yokohama merancang implementasi proyek green city dengan pilar green city. Fokus proyek yang akan dilakukan adalah proyek green energy, green water/waste dan green building. Namun pelaksanaan kerjasama ini mengalami suatu dinamika akibat kendala dalam mengimplementasikan proyek yaitu perubahan regulasi dalam perpanjangan Letter of Intent (LoI), mekanisme pembiayaan proyek berbeda, belum tersedia regulasi peraturan walikota mengenai green building dan patologi birokrasi.

ABSTRACT The sister city collaboration between Batam and Yokohama is an example of local government cooperation in Indonesia. Sister city cooperation is a form of paradiplomacy. This research takes a case study from Batam and Yokohama whom carry out sister city collaboration through the Joint Crediting Mechanism (JCM) to create a green city. The implementation of cooperation in a tripartite form is represented by the Batam Indonesia Free Zone Authority (BP Batam) and the Yokohama City Government. This study is viewed from the theory of paradiplomacy theory, bureaupathology and the concept of sister city. This is because the Batam City Government and BP Batam are seen as regional actors who have the opportunity to carry out the practice of paradiplomacy as a form of activity related to foreign policy. This research uses a descriptive research method with descriptive-analytic research type. The data in the research is obtained through interviews and literature studies to gather all secondary data consisting of reports and other important documents that were analyzed qualitatively to form information. This study concluded that in forming a green city, Batam and Yokohama designed the implementation of a green city project with a green city pillar. The focus of the project to be carried out is green energy, green water waste and green building projects. However, the implementation of this collaboration experienced a dynamic due to obstacles in implementing the project, namely changes in regulation in the extension of Letter of Intent (Lol), different project financing mechanisms, the Mayor Regulation draft on green building unavailable and bureaucratic pathology.
