Keistimewaan Aceh dalam penyebutan peraturan daerah (Perda) ialah Qanun, yang merupakan produk hasil DPRA dan juga Gubernur Aceh dalam perjalanan pelaksanaan fungsi legislasi di temukan sejumlah masalah yang menghambat hasilnya sebuah Qanun di Aceh. Teori yang digunakan dalam penelitian ini adalah Teori Peran Legislatif dan Teori Kewenangan Legislatif. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif. Hasil penelitian menunjukkan peran fungsi legislasi DPRA dalam mewujudkan kekhususan Aceh cukup lamban dalam memprakarsai pembuatan undang-undang lalu melaksanakan pengawasan terhadap pelaksanaan Qanun Aceh sendiri, konflik internal antara DPRA dan Gubernur juga menjadi faktor utama terlambatnya Qanun yang disahkan serta kurang kerja sama antara SDM parlok dan parnas, serta kurang maksimal sehingga menyebabkan kurangnya data-data yang lengkap. Lemahnya koordinasi struktur di DPRA dalam pembahasan rancangan qanun menyebabkan pembahasan rancangan qanun tidak berjalan dengan lancar. Seringkali terjadi penumpukan beban kerja pembahasan raqan pada komisi tertentu karena tidak ada pembatasan yang tegas jumlah maksimal pembahasan raqan yang dibebankan pada suatu komisi.. Diharapkan kepada anggota DPRA untuk meningkatkan kualitas SDM agar dapat mencari Data-data yang lengkap sehingga pelaksanaan saat pembahasan APBA tidak terhambat. Diharapkan kepada anggota DPRA untuk meningkatkan kapasitas teknis anggota DPRA.

ABSTRACT The specialty of Aceh in mentioning regional regulations (Perda) is the Qanun, which is the product of the DPRA and also the Governor of Aceh in the course of implementing the legislative function, a number of problems were found that hindered the outcome of a Qanun in Aceh. The theory used in this research is Legislative Role Theory and Legislative Authority Theory. The research approach used is a qualitative approach. The results showed that the role of the legislative function of the DPRA in realizing the specifics of Aceh was quite slow in initiating the making of laws and then carrying out supervision of the implementation of the Aceh Qanun itself, the internal conflict between the DPRA and the Governor was also a major factor in the delay in the Qanun being ratified and the lack of cooperation between regional and local human resources. parnas, and less than the maximum, causing a lack of complete data. The weakness of structural coordination in the DPRA in the discussion of draft qanuns causes the discussion of draft qanuns to not run smoothly. It is hoped that DPRA members will improve the quality of human resources so that they can find complete data so that the implementation of the APBA discussion is not hampered .
