ABSTRAK
Pamplet tamu wajib Lapor 1x24 menjadi hal yang biasa dilihat di gang-gang gampong di Aceh. Kebijakan tamu wajib lapor 1x24 jam untuk mendukung ketertiban di Gampong Lamgugob, namun masih banyak praktek asusila kendatipun pamplet tersebut sudah terpasang dimana-mana. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan tamu wajib lapor 1x24 jam oleh Pemerintah Gampong Lamgugob serta hambatannya. Penelitian ini menggunakan teori proses implementasi kebijakan serta teori kelembagaan. Metode penelitian yang digunakan adalah pendekatan deskriptif-kualitatif. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan tamu wajib lapor 1x24 jam didasari oleh Reusam Gampong bukan perundang-undangan. Kacamata proses implementasi kebijakan seperti standar dan sasaran kebijakan ditunjukkan kepada para pendatang atau masyarakat luar gampong Lamgugob yang menetap melebih 1x24 jam; Sumber daya dan karaktersitik pelaksana kebijakan dipegang oleh Perangkat Gampong, terutama Ulee Jurong dan kepala sektor, namun dalam implementasi kebijakan ini belum ada alokasi anggaran khusus. Masih ada kendala-kendala dalam proses implementasi kebijakan, Hambatan Pemerintah Gampong Lamgugob dalam implementasi kebijakan tamu wajib lapor 1x24 jam berupa hambatan karena kurangnya kesadaran sosial masyarakat, terutama mahasiswa-mahasiswi kos-an di Gampong Lamgugob serta para penyewa toko. Kondisi kewilayahan Gampong Lamgugob yang cukup luas dan dipenuhi lingkungan ekonomi seperti pertokoan, kos-an, warung kopi, hotel dan lainnya, juga menjadi hambatan dalam implementasi kebijakan tamu wajib lapor 1x24 jam. Saran dari hasil penelitian kepada Pemerintah Aceh dan Pemerintah Kota Banda Aceh sebagai landasan untuk membuat perundang-undangan tentang ketertiban umum yang menyebutkan secara langsung tentang tamu wajib lapor 1x24.

ABSTRACT Guest pamphlets required to report 1x24 are common in gampong alleys in Aceh. The policy for guests is to report 1x24 hours to support order in Gampong Lambugob, but there are still many immoral practices even though the pamphlets have been installed everywhere. This study aims to determine the implementation of the mandatory guest reporting policy 1x24 hours by the Gampong Lambugob Government and its obstacles. This study uses the theory of policy implementation processes and institutional theory. The research method used is a descriptive-qualitative approach. The results of this study indicate that the implementation of the guest policy must report 1x24 hours based on Reusam Gampong, not legislation. The eyes of the policy implementation process, such as policy standards and objectives, are shown to migrants or people outside the Lamgugob gampong who stay more than 1x24 hours; The resources and characteristics of implementing the policy are held by the Gampong apparatus, especially Ulee Jurong and the head of the sector, but in the implementation of this policy there is no special budget allocation. There are still obstacles in the policy implementation process. Barriers to the Gampong Lamgugob Government in implementing the guest policy are required to report 1x24 hours in the form of obstacles due to the lack of social awareness of the community, especially boarding students in Gampong Lambugob and shop tenants. The territorial condition of Gampong Lambugob which is quite wide and filled with economic environments such as shops, boarding houses, coffee shops, hotels and others, is also an obstacle in implementing the policy that guests must report 1x24 hours. Suggestions from the results of the research to the Aceh Government and Banda Aceh City Government as a basis for making legislation on public order that directly mentions guests must report 1x24.
