Picture and Picture Technique is a good way to teach kinds of text, especially procedure text. This technique used in this study in library research. Speaking skill is obtained from various sources that are processed and described in a descriptive way. The objective of this study is to analyze deeply some related theories and/or research findings on the use of Picture and Picture Technique. The discussion is focused on Cooperative Learning method in teaching speaking in order to solve such problems; students lack of motivation to speak English, students' difficulty in expressing kinds of text, especially procedure text Based on the discussion of the reseach finding, it is found Picture and Picture Technique can effectively use in teaching speaking because of its ability to solve the mentioned problems by running all of the procedures and activities of Picture and Picture Technique which can build strong cooperation and personal relationship between the teacher and the students in order to make students enjoy to speak in their learning process. This technique also helps the students to improve their motivation in speaking and help the students to express procedure text..This study is hoped to be useful for other English teachers.
