ABSTRAK
Pemerintah Kabupaten Aceh Tamiang melaksanakan kebijakan pembinaan PKL di Pasar Kuala Simpang dengan merelokasi PKL ke Jalan Panglima Polem yang terfokus pada Pasar Kuliner. Dalam implementasinya, PKL tidak menuai protes dan bersedia bekerjasama dengan Pemerintah Aceh Tamiang. Biasanya relokasi PKL di kota-kota di Indonesia menimbulkan keributan, namun di Kota Kuala Simpang tidak terjadi keributan. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pemerintah Kabupaten Aceh Tamiang dalam pembinaan PKL di Pasar Kuala Simpang Kabupaten Aceh Tamiang, serta peran elit dalam implementasinya. Penelitian ini menggunakan teori implementasi kebijakan George Edward III dan teori elit-massa Thomas R. Dye dan Harmor Ziegler. Metode penelitian yang digunakan adalah pendekatan deskriptif-kualitatif. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan pembinaan PKL di Pasar Kuala Simpang dengan relokasi PKL ke Jalan Panglima Polem menuai berbagai masalah, realitas yang terjadi masih ada koordinasi yang tidak berjalan antar pelaksana kebijakan. Tujuan kebijakan dalam meningkatkan perekonomian PKL pun tidak terwujud akibat lokasi relokasi tidak berada di Jalan Lintas Banda Aceh-Medan sebagaimana tujuan awal kebijakan. Peran elit politik sendiri masih cenderung memihak kepada kepentingan Pemerintah sendiri, terutama dalam memberikan pengaturan yang tidak memihak kepada PKL yang direlokasi. Masalah sepinya pelanggan pada lokasi Pasar Kuliner tersebut, ditanggapi oleh elit politik dengan solusi yang tidak realistik.

ABSTRACT The Aceh Tamiang District Government implemented a policy of fostering street vendors at the Kuala Simpang Market by relocating street vendors to Jalan Panglima Polem which focused on the Culinary Market. In its implementation, street vendors do not get protests and are willing to cooperate with the Aceh Tamiang Government. Usually the relocation of street vendors in cities in Indonesia causes a commotion, but in Kuala Simpang City there is no commotion. This study aims to determine the implementation of Aceh Tamiang District government policies in fostering street vendors at Kuala Simpang Market, Aceh Tamiang Regency, as well as the role of the elite in its implementation. This study uses George Edward III's theory of policy implementation and the mass-elite theory of Thomas R. Dye and Harmor Ziegler. The research method used is a descriptive-qualitative approach. The results of this study indicate that the implementation of the policy of fostering street vendors in Kuala Simpang Market by relocating street vendors to Jalan Panglima Polem reaped various problems, the reality was that there was still coordination that did not work between policy implementers. The policy objective in improving the economy of street vendors did not materialize due to the location of the relocation not being on the Banda Aceh-Medan Cross Road as was the initial objective of the policy. The role of the political elite itself still tends to favor the government's own interests, especially in providing impartial arrangements to the relocated street vendors. The problem of the lack of customers at the Culinary Market location was responded to by the political elite with unrealistic solutions.
