ABSTRAK
Fenomena COVID-19 hadir ditengah-tengah masyarakat pada awal 2020 yang
mempengaruhi keseluruh aspek kehidupan masyarakat seperti pada bidang
ekonomi, sosial, dan budaya. Oleh karena itu pemerintah pusat sampai pemerintah
gampong harus memikirkan berbagai strategi untuk upaya pencegahan dan
penanganan COVID-19. Namun dalam pelaksanaan strategi di Gampong Lueng
Tanoh Tho masih belum sesuai dengan anjuran Perbup Nomor 32 Tahun 2020
Tentang Penerapan Disiplin dan Penegakan Hukum Protokol Kesehatan sebagai
Upaya Pencegahan dan Pengendalian Corona Virus Disease 2019 dalam Pasal 3,
seperti penerapan protokol kesehatan yang belum maksimal dilaksanakan.
Kurangnya peran aparatur gampong dalam pencegahan COVID-19
mengakibatkan kurangnya kesadaran masyarakat dalam menaati protokol
kesehatan. Tujuan penelitian ini menjelaskan terkait strategi aparatur Gampong
Lueng Tanoh Tho dalam upaya pencegahan dan penanganan COVID-19, dan
menjelaskan hambatan yang dialami dalam pelaksanaan strategi tersebut. Dalam
penelitian ini penulis mengunakan teori utama yaitu teori strategi, dan teori
pendukung yaitu teori manajemen krisis, dan teori peran. Penelitian ini
mengunakan metode penelitian kualitatif yang menghasilkan data deskritif. Hasil
dari penelitian ditemukan bahwa strategi dari aparatur gampong, pertama
sosialisasi protokol kesehatan sesuai dengan anjuran dari Muspika, namun dalam
pelaksanaan nya masih kurang efektif dikarenakan oleh kurangnya peran dan
motivasi dari aparatur gampong dalam penerapan protokol kesehatan. Kedua,
membentuk tim satgas COVID-19 yang di ketuai oleh Keuchik dan anggotanya
seluruh perangkat gampong termasuk Tuha Peut namun masih belum berjalan.
Dan ketiga adalah pembagian BLTDD untuk masyarakat yang terdampak
COVID-19. Dalam pelaksanaan strategi terdapat beberapa hambatan pertama,
kurangnya kapasitas aparatur gampong dalam memahami COVID-19. Kedua,
kurangnya sarana dan prasaran yang digunakan. Terakhir yaitu, kurang baiknya
komunikasi antara masyarakat dengan aparatur gampong mengakibatkan dalam
pelaksanaan strategi menjadi terhambat karena kurangnya partisipasi masyarakat.
Diharapkan aparatur gampong dapat menjalankan strategi pencegahan dan
penanganan COVID-19 dengan pemahaman yang cukup dan dapat mengambil
solusi atau keputusan secara mandiri, menunjukkan peran nyata dalam
memberikan motivasi kepada masyarakat terkait pelaksanaan protokol kesehatan,
dan aparatur gampong harus bekerja sama dengan bidan gampong sebagai mitra
dalam upaya pencegahan dan penanganan COVID-19.

ABSTRACT
The phenomenon of COVID-19 was present in the midst of society in early 2020
which affected all aspects of people's lives such as in the economic, social, and
cultural fields. Therefore, the central government to the village government must
think of various strategies for preventing and handling COVID-19. However, the
implementation of the strategy in Lueng Tanoh Tho Village is still not in
accordance with the recommendations of Perbup Number 32 of 2020 concerning
the Implementation of Discipline and Law Enforcement of Health Protocols as an
Efforts to Prevent and Control Corona Virus Disease 2019, such as the
implementation of health protocols that have not been maximally implemented.
The lack of role for village officials in preventing COVID-19 has resulted in a
lack of public awareness in adhering to health protocols. The purpose of this study
is to explain the strategy of the Lueng Tanoh Tho Village apparatus in preventing
and handling COVID-19, and to explain the obstacles experienced in
implementing the strategy. In this study, the author uses the main theory, namely
strategy theory, and supporting theory, namely crisis management theory, and role
theory. This study uses qualitative research methods that produce descriptive data.
The results of the study found that the strategy of the gampong apparatus, first
was to socialize the health protocol in accordance with the recommendation from
the Muspika, but in its implementation it was still ineffective due to the lack of
role and motivation from the gampong apparatus in implementing the health
protocol. Second, form a COVID-19 task force team led by Keuchik and his
members are all village apparatuses including Tuha Peut but it is still not running.
And third is the distribution of BLTDD for people affected by COVID-19. In
implementing the strategy there are several obstacles, first, the lack of capacity of
the village apparatus in understanding COVID-19. Second, the lack of facilities
and infrastructure used. Finally, the lack of good communication between the
community and the village apparatus resulted in the implementation of the
strategy being hampered due to the lack of community participation. The
suggestions that are expected are that the village apparatus can carry out the
COVID-19 prevention and handling strategy with sufficient understanding and
can take solutions or decisions independently, demonstrate a real role in
motivating the community regarding the implementation of health protocols, and
the village apparatus must cooperate with the village midwife. as partners in the
prevention and handling of COVID-19.
