ABSTRAK Perkembangan internet di Indonesia sangat pesat dan pengguna internet pada setiap tahunnya meningkat, kemudian pemerintah guna untuk melindungi masyarakat dari ancaman cyber bullying, pornografi, atau cyber crime, pemerintah Indonesia akhirnya mengesahkan Undang-Undang nomor 11 Informasi dan Transaksi Elektronik (ITE) pada tahun 2008 lalu yang berisikan 54 pasal.Video animasi 2D ini bertujuan untuk memudahkan pengguna teknologi berbasis internet untuk berhati hati dan bijak dalam mengoperasikan ponsel pintar. Proses pembuatan video animasi 2D dilakukan dengan tahapan vectoring, animating, dan rendering. Hasilnya terciptalah sebuah video animasi 2D dengan menggunakan Software Adobe Illustrator dan Adobe After Effects, yang berjumlah 20 scene dengan durasi 3 menit 16 detik yang berjalan 30 fps (Frame per second). Kata kunci : Internet, Undang-Undang ITE, Video 2D,teknologi informasi.
