Air bersih merupakan kebutuhan primer bagi kehidupan manusia sehingga ketersediaannya sangat penting. Salah satu cara memperoleh air bersih adalah dengan memanfaatkan pelayanan PDAM (Perusahaan Daerah Air Minum). Perusahaan BUMD (Badan Usaha Milik Daerah) yang bergerak di bidang jasa dalam pendistribusian air bersih di Kota Medan adalah PDAM Tirtanadi. Cabang Sunggal Medan merupakan salah satu cabang PDAM Tirtanadi yang memiliki instalasi pengolahan air yang sumber airnya berasal dari Sungai Belawan. Peningkatan konsumsi air bersih di wilayah cabang pemasaran Sunggal menyebabkan pelayanan di PDAM Tirtanadi Cabang Sunggal Medan harus ditingkatkan terutama di bidang penyediaan air karena banyak biaya air distribusi yang dibutuhkan. Permasalahan PDAM Tirtanadi Cabang Sunggal Medan di atas termasuk permasalahan dalam proses biaya pendistribusian yang dapat diatasi dengan menggunakan model transportasi. Metode yang digunakan pada penelitian ini untuk menyelesaikan permasalahan tersebut adalah Best Candidates Method (BCM) yang merupakan solusi layak awal kemudian dilanjutkan dengan pengujian optimalitas dengan Modified Distribution (MODI). Penelitian ini bertujuan untuk menentukan solusi awal dengan menggunakan Best Candidates Method (BCM), serta menentukan solusi optimal dari solusi awal yang diperoleh dengan menggunakan metode Modified Distribution (MODI) serta untuk membandingkan hasil perhitungan solusi awal menggunakan Vogel’s Approximation Method (VAM) dan Best Candidates Method (BCM) dalam hal meminimalkan biaya distribusi air bersih. Hasil perhitungan menunjukkan bahwa penerapan metode Best Candidates Method (BCM) dan Modified Distribution (MODI) dapat meminimalisasi biaya pendistribusian air bersih PDAM Tirtanadi Cabang Sunggal Medan. Best Candidates Method (BCM) menghasilkan nilai solusi awal sebesar Rp 26.064.158.861 dan solusi optimal yang diperoleh menggunakan Modified Distribution (MODI) sebesar Rp 23.670.288.995. &#13;

Clean water is a primary need for human life so its availability is very important. One way to obtain clean water is to utilize pdam service (Regional Drinking Water Company). A Regional Owned Enterprise (BUMD) which is engaged in the distribution of clean water in Medan is PDAM Tirtanadi which has a water treatment plant whose water source comes from Belawan River. The increase in clean water consumption in the marketing area of the Sunggal branch causes services at PDAM Tirtanadi Medan Sunggal Branch to be increased, especially in the field of water supply because there are many water distribution costs required. The problems of PDAM Tirtanadi Sunggal Medan Branch above include problems in the distribution cost process that may be solved with the aid of using transportation models. The method used in this study to solve the problem is the Best Candidates Method (BCM) which is the initial viable solution then continued with the optimality test with Modified Distribution (MODI). This research aims to determine the initial solution using the Best Candidates Method (BCM), as well as determine the optimal solution from the initial solution obtained by using the Modified Distribution (MODI) method and to compare the results of calculating the initial solution using the Vogel's Approximation Method (VAM) and the Best Candidates Method (BCM) in terms of minimizing the cost of clean water distribution. The calculation result obtained that the implementation of Best Candidates Method (BCM) and Modified Distribution (MODI) method can minimize the cost of distributing clean water PDAM Tirtanadi Sunggal Medan Branch. Best Candidates Method (BCM) generates an initial solution value of Rp 26,064,158,861 and the optimal solution obtained using Modified Distribution (MODI) amounted to Rp 23,670,288,995. &#13;
