Kebijakan Pemerintah Kampung Tan Saril Kec. Bebesen Kab. Aceh Tengah dalam memanfaatkan dana desa masih terlihat adanya masalah dalam implementasinya sehingga tujuan yang hendak dicapai masih belum tercapai secara efektif. Oleh karena itu tujuan penelitian ini untuk mengetahui mengetahui bentuk-bentuk kebijakan Pemerintah Kampung Tan Saril Kec. Bebesen Kab. Aceh Tengah dalam pemanfaatan dana desa tahun 2018 dan mengetahui efektivitas kebijakan Pemerintah Kampung Tan Saril Kec. Bebesen Kab. Aceh Tengah dalam pemanfaatan alokasi dana desa tahun 2018. Penelitian ini menggunakan teori kebijakan dan teori efektivitas. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitiannya deskriptif. Informan penelitian berjumlah 11 orang. Teknik pengumpulan data dilakukan dengan wawancara, dokumentasi dan observasi. Berdasarkan hasil penelitian dapat diketahui bahwa bentuk kebijakan pemerintah Kampung Tan Saril Kecamatan Bebesen Kab. Aceh Tengah dalam pemanfaatan dana desa tahun 2018 direalisasikan dalam bentuk pembangunan dua jalan rabat beton pemakaman dan jalan Bur Jimet. Selain itu dana desa juga dimanfaatan dalam bentuk pelaksanaan kegiatan sosial-agama dalam kemasyarakatan seperti peringatan hari-hari besar Islam, misalnya Hari Raya, Maulid Nabi, Isra’ Mi’raj, dan Peringatan 17 Agustus. Menyangkut efektivitas kebijakan Pemerintah Kampung Tan Saril Kecamatan Bebesen Kab. Aceh Tengah dalam pemanfaatan alokasi dana desa tahun 2018 cenderung belum efektif. Hal ini karena pemanfaatan alokasi dana desa tahun 2018 tidak semua masyarakat merasa puas. Ketidakpuasan masyarakat tersebut berhubungan dengan tidak maksimalnya pengerjaan pembangunan dua jalan rabat beton. Ketidakpuasan masyarakat tersebut menjadi indikasi kebijakan pemanfaatan alokasi dana tersebut tidak atau belum efektif.

ABSTRACT



Village Government Policy Tan Saril Kec. Bebesen Kab. Central Aceh in utilizing village funds still shows problems in its implementation so that the objectives to be achieved have not been achieved effectively. Therefore, the aim of this research is to find out the forms of government policies of Kampung Tan Saril Kec. Bebesen Kab. Central Aceh in the utilization of village funds in 2018 and knowing the effectiveness of the policies of the Village Government of Tan Saril Kec. Bebesen Kab. Central Aceh in the utilization of village fund allocations in 2018. This research uses policy theory and effectiveness theory. This research method uses a qualitative approach with descriptive research type. The research informants were 11 people. The data collection technique is done by interview, documentation and observation. Based on the research results, it can be seen that the form of government policy is Tan Saril Village, Bebesen District, Kab. Central Aceh, in the utilization of village funds in 2018, was realized in the form of the construction of two funeral concrete rebate roads and the Bur Jimet road. In addition, village funds are also used in the form of implementing social-religious activities in the community such as commemoration of Islamic holidays, for example Hari Raya, Maulid Nabi, Isra 'Mi'raj, and 17 August Commemoration. Regarding the effectiveness of the policies of the Village Government of Tan Saril Village, Bebesen District, Kab. Central Aceh in the utilization of the 2018 village fund allocation tends to be ineffective. This is because not all people are satisfied with the utilization of village funds in 2018. The community's dissatisfaction was related to the inadequate construction of the two concrete rebate roads. Public dissatisfaction is an indication that the policy on the use of these fund allocations is not or has not been effective.
