Prarancangan pabrik etilen oksida dari etana dan oksigen dengan kapasias 22.000 ton/tahun dibuat untuk memenuhi kebutuhan etilen oksida dalam negeri khususnya di industri yang bahan bakunya merupakan etilen oksida seperti etilen glikol, monoetilen glikol, dietilen glikol, polietilen glikol, etanolamin, polietilen oksida, dan etoksilat. Pembuatan etilen oksida dilakukan melalui proses oksidasi langsung menggunakan oksigen sebagai oxidizing agent. Pabrik ini direncanakan didirikan di Warnasari, Citangkil, Cilegon, Banten dengan luas lahan 9.470 m2. Sumber bahan baku etana akan diperoleh dari PT Pertamina Gas Alam, Cilacap dan bahan baku oksigen diperoleh dari PT Air Liquide Indonesia, Cilegon. Bentuk perusahaan yang direncanakan adalah Perseroan Terbatas (PT) dengan menggunakan metode struktur garis dan staf dengan waktu kerja selama 300 hari per tahun. Hasil analisa ekonomi pada prarancangan pabrik etilen oksida ini yaitu: a. Fixed Capital Investment = Rp. 917.530.542.180,- b. Working Capital Investment = Rp. 229.382.635.545,- c. Total Capital Investment = Rp. 1.146.913.177.725,- d. Total Biaya Produksi = Rp. 9.244.294.631.008,- e. Hasil Penjualan = Rp. 10.368.018.602.357,- f. Laba bersih = Rp. 741.649.938.035 g. Pay Out Time (POT) = 1,5 tahun h. Break Even Point (BEP) = 47,28% i.
