ABSTRAK &#13;
Salah satu indikator kemajuan suatu daerah adalah kondisi infrastruktur transportasi&#13;
yang memadai. Kondisi ini tentu harus didukung oleh manajemen pemeliharaan jalan&#13;
yang optimal. Belum adanya metode penentuan prioritas pemeliharaan jalan&#13;
menyebabkan penggunaan anggaran tidak efektif. Penelitian ini bertujuan untuk&#13;
menentukan prioritas penanganan pemeliharaan jalan menggunakan SK. Dirjen Bina&#13;
Marga Nomor : 77/KPTS/Db/1990 dengan menghitung Net Present Value (NPV)/km&#13;
terbesar, penentuan kerusakan jalan menggunakan Peraturan Menteri Pekerjaan&#13;
Umum Nomor : 13/PRT/M/2011. Hasil penelitian didapatkan bahwa prioritas utama&#13;
penanganan jalan dipengaruhi oleh besarnya Lalu Lintas Harian Rata-rata (LHR)&#13;
kendaraan yang  menghasilkan nilai NPV/km terbesar. Dari hasil penelitian NPV/km&#13;
terbesar terdapat pada ruas jalan Bale Atu-Simpang Tiga yaitu Rp. 798.000.000,- dan&#13;
yang terkecil pada jalan Blang Tampu- Ketipis NPV/km yaitu Rp. -325.000.000.&#13;
Pembuatan base data dengan Sistem Informasi Geografis (SIG) yang berisikan jenisjenis&#13;
&#13;
kerusakan jalan dapat memudahkan identifikasi kerusakan, penentuan jenis&#13;
penanganan dalam perencanaan pemeliharaan jalan yang berkesinambungan.&#13;
Pembuatan peta analisis prioritas pemeliharaan jalan kabupaten dengan&#13;
menggunakan SIG yang berisikan informasi urutan kelayakan jalan dari nilai &#13;
tertinggi dan terendah, membantu pemerintah daerah dalam mempercepat proses&#13;
penentuan, evaluasi dan update data proses menajeman pemeliharaan jalan sesuai&#13;
prioritas dengan baik dan efisien&#13;

ABSTRACT &#13;
&#13;
An indicator of a developed area is its adequate condition of transportation&#13;
infrastructure. The condition must surely be promoted by optimal road maintenance&#13;
management. The absence of a method to determine the priority of maintaining road&#13;
results in ineffective budget utilization. The study aimed to determine the&#13;
management priority of the road maintenance based on Decree of Directorate&#13;
General of Highways Number: 77/KPTS/Db/1990 by calculating the highest Net&#13;
Present Value (NPV)/km, determining road damage with Regulation of Minister of&#13;
Public Works Number: 13/PRT/M/2011. The finding shows that the priority of road&#13;
management is influenced by the size of the vehicle’s average daily traffic (ADT)&#13;
which results in the highest NPV/km. The highest NPV/km was in Bale AtuSimpang&#13;
&#13;
Tiga roads for IDR 798,000,000. while the lowest was in Blang Tampu-&#13;
Ketipis road IDR -325,000,000. Constructing a database with geographic information&#13;
system (GIS) which consists of types of road damages can ease damage&#13;
identification and determination of sustainable management type of road&#13;
maintenance. Creating an analysis priority map of regency’s road maintenance with&#13;
SIG that consists of information about road appropriateness order from the highest to&#13;
the lowest one can help the regional government accelerates the process of &#13;
determination, evaluation, and update of data on road maintenance management well&#13;
and efficiently according to priority.&#13;
