ABSTRAK
Adanya penutupan kawasan pantai Keutapang Mameh di Kecamatan Idi Rayeuk adalah salah satu cara masyarakat menghargai Ulama, karena merupakan amanah dan hal ini menimbulkan polemic ditengah-tengah masyarakat. Tujuan dalam penelitian ini yaitu untuk mengetahui sikap masyarakat dalam hal pembangunan tempat wisata pantai Keutapang Mameh, dan untuk mengetahui kebijakan pemerintah dalam mengetahui sikap masyarakat terhadap keputusan penutupan pantai Keutapang Mameh. Metode dalam penelitian ini adalah kualitatif deskriptif, informan dalam penelitian ini berjumlah 5 orang. Hasil temuan dilapangan, sikap masyarakat dalam hal pembangunan tempat wisata pantai Keutapang Mameh kecamatan Idi Rayeuk Kabupaten Aceh Timur menolak pembangunan karena terjadi banyak pelanggaran syariah. Terjadinya kontradikisi social karena menurut masyarakat jika pantai tersebut dibuka, maka akan banyak terjadinya pelanggaran syariah. Disisi lain kekecewaan masyarakat terhadap penutupan pantai karena dianggap merugikan sebagian masyarakat di gampong Keutapang Mameh. Kebijakan yang dilakukan oleh pemerintah Aceh Timur dalam menanggapi sikap masyarakat terhadap keputusan penutupan pantai yaitu dengan mengeluarakan kebijakan berupa Qanun Nomor 11 Tahun 2015 mengenai Rencana Induk Pembangunan Kepariwisataan Kabupaten Aceh Timur (RIPPARKA). Kesimpulannya adalah, adanya rasa menghargai ulama dengan cara penutupan kawasan pantai Keutapang Mameh yang di anggap menimbulkan permasalahan bagi kalangan remaja nantinya.

ABSTRACT
The closure of the Keutapang Mameh beach area in Idi Rayeuk Subdistrict is one of the ways the community appreciates Ulama, because it is a mandate and this causes polemic in the community.The purpose of this study is to determine the attitude of the community in terms of the construction of Keutapang Mameh beach tourist attractions, and to find out government policies in knowing the community's attitude towards the decision to close the Keutapang Mameh beach. The method in this research is descriptive qualitative, the informants in this study amounted to 5 people. The findings in the field show that the attitude of the community regarding the construction of the Keutapang Mameh beach tourist spot, Idi Rayeuk sub-district, East Aceh Regency rejects development because there have been many sharia violations. The occurrence of social contradictions because according to the community if the beach is opened, there will be many sharia violations. On the other hand, the community's disappointment with the closure of the beach because it is considered to be detrimental to some people in the village of Keutapang Mameh. The policy carried out by the East Aceh government in responding to the community's attitude towards the decision to close the coast was by issuing a policy in the form of Qanun Number 11 of 2015 concerning the Master Plan for Tourism Development in East Aceh Regency (RIPPARKA). The conclusion is, there is a sense of respect for the ulama by closing the Keutapang Mameh beach area which is considered to cause problems for teenagers later.
