ABSTRAK

Kabupaten Aceh Besar merupakan salah satu dari 3 daerah (Aceh Utara, Aceh Besar dan Aceh Timur) yang tingkat kerawanannya sangat tinggi, daerah yang merupakan salah satu basis paling kuat dari pengerakan rakyat. kemiskinann untuk Kabupaten Aceh Besar sampai akhir 2019 berjumlah 58.903 jiwa atau 13.92% dari total jumlah penduduk Aceh Besar yang berjumlah 425,216 dengan angka kemiskinan tertinggi berada di kecamatan Darul Imarah 7.850 jiwa. Hal tersebut perlu mendapatkan pengkajian tentang program-program yang selama ini telah berjalan dalam upaya penanggulangan kemiskinan di Kabupaten Aceh Besar. Metode dalam penelitian ini adalah Kualitatif dengan pendekatan deskriptif. Data dalam penelitian ini diperoleh dari hasil penelitian lapangan berdasarkan observasi, hasil wawancara dengan informan terkait, dokumentasi, serta literatur. Teori yang digunakan dalam penelitian ini yaitu teori kebijakan publik dan pelayanan publik. Hasil penelitian menunjukkan Persepsi masyarakat terhadap program pengentas kemiskinan yang dilaksanakan oleh Pemerintah Kabupaten Aceh Besar terbagi kedalam dua persepsi yaitu persepsi masyarakat terhadap kebijakan Pro Abas dan persepsi tokoh masyarakat terhadap kebijakan Bantuan Langsung Tunai (BLT) Usaha Menengah Kecil dan Mikro (UMKM). Dari kedua kebijakan tersebut masing-masing mendapatkan persepsi yang positif dan negatif dari masyarakat. Untuk saat ini pemerintah tetap memaksimalkan kegiatan semua kebijakan untuk pengentasan masyarakat dari kemiskinan. Kebijakan Program Pendamping Kecamatan Program Aceh Besar Sejahtera (Pro Abes) tidak hanya dalam bentuk pendampingan tetapi juga dalam bentuk pemberian modal usaha. Kebijakan pemulihan dengan melakukan upaya mengurangi beban pengeluaran masyarakat kategori miskin serta rentan miskin melalui pemberian modal usaha yang diberikan kepada masyarakat di Aceh Besar belum seluruhnya menerima. diharapkan dimasa yang akan datang Pemerintah di dalam melaksanakan usaha pembangunan dan pengentasan masyarakat dari kemiskinan lebih mempersingkat lagi prosedur yang harus dilaksanakan dalam penyaluran dana. Belum mampu nya program-program pemerintah yang dituangakan dalam kebijakan daerah dalam mengatasi kemiskinan masyarakat, diharapkan dimasa yang akan datang Pemerintah di dalam melaksanakan usaha pembangunan dan pengentasan masyarakat dari kemiskinan lebih mempersingkat lagi prosedur yang harus dilaksanakan dalam penyaluran dana.

ABSTRACT

Aceh Besar regency is one of the 3 regions (North Aceh, Aceh Besar and East Aceh) whose level of insecurity is very high, an area that is one of the most powerful bases of people's mobilization. a poverty for Aceh Besar Regency until the end of 2019 amounted to 58,903 people or 13.92% of the total population of Aceh Besar which amounted to 425,216 with the highest poverty rate being in Darul Imarah subdistrict of 7,850 people. It is interesting to be studied more deeply about poverty programs and people's own views on the programs implemented, considering that Aceh is currently included in the province with the highest poverty rate in Sumatra. In addition, it is necessary to get an assessment of the programs that have been running in poverty reduction efforts. The method in this research is Qualitative with descriptive approach. Data in this study was obtained from the results of field research based on observations, interviews with related informants, documentation, and literature. The theory used in this research is the theory of public policy and public service. The results showed that people's perception of poverty alleviation program implemented by aceh besar regency government is divided into two perceptions, namely. public perception of Pro Abas policy and public leaders' perception of the Cash Direct Assistance (BLT) policy of Small and Micro Medium Enterprises (MSMEs). From both policies, each received a positive and negative perception from the community. For now, the government continues to maximize the activities of all policies to eradicate people from poverty. The policy of The Aceh Besar Sejahtera Sub-District Assistance Program (Pro Abes) is not only in the form of assistance but also in the form of business capital raising. Furthermore, the recovery policy, by making efforts to reduce the expenditure burden of the poor and vulnerable poor through the provision of businesses provided to the people in Aceh Beaar has not been entirely accepted. it is expected that in the future the Government will in carrying out development efforts and alleviation of communities from poverty further shorten the procedures that must be implemented in the distribution of funds.
