ABSTRAK

Trans Studio Mall merupakan salah satu mall terbesar di Kota Banda Aceh yang
terletak di ruas jalan T. Panglima Nyak Makam, Gampong Lambhuk, Kecamatan
Ulee Kareng, Kota Banda Aceh tepatnya di samping Hermes Hotel. Daerah ini
memiliki intensitas kegiatan yang cukup tinggi, karena ruas Jalan T. Panglima
Nyak Makam merupakan pusat kegiatan seperti perkantoran, sekolah,
perdangangan, dan lain-lain. Dampak lalu lintas juga disebabkan oleh adanya
pengoperasian pusat kegiatan yang menimbulkan bangkitan dan tarikan lalu lintas
yang cukup besar salah satunya adalah Trans Studio Mall yang terletak di ruas
jalan T. Panglima Nyak Makam Kota Banda Aceh. Penelitian ini bertujuan untuk
mengetahui bagaimana pergerakan lalu lintas akibat adanya Trans Studio Mall
Banda Aceh serta menganalisis kinerja jalan pada kondisi eksisting serta
memprediksi kinerja jalan setelah dilakukan manajemen lalu lintas, perhitungan
kinerja jalan dan kinerja simpang menggunakan metode MKJI (1997).
Berdasarkan hasil penelitian dan analisis yang telah dilakukan kinerja lalu lintas
pada kondisi eksisting di jalan T. P. Nyak Makam pada hari Sabtu dengan tingkat
pelayanan adalah C, pada hari Minggu dengan tingkat pelayanan adalah B,
sedangkan pada hari Senin tingkat pelayanan pada Segmen I dan Segmen II
adalah D dan tingkat pelayanan pada Segmen III adalah C. Untuk perhitungan
manajemen Simpang BPKP dihasilkan tingkat pelayanan simpang BPKP adalah
D dengan tundaan 43 detik. Kondisi tersebut terjadi dengan waktu siklus 129
detik dalam empat fase. Skenario penanganan bagian jalinan jalan dengan
mengalihkan pintu keluar kendaraan Trans Studio Mall Banda Aceh dapat
mengurangi kemacetan yang terjadi akibat adanya jalinan jalan yang berada di
depan Trans Studio Mall, hal ini diperlihatkan dengan nilai DS sebelum dilakukan
penanganan adalah sebesar 0,82 menjadi 0,71 dengan tingkat pelayanan dari D
menjadi tingkat pelayanan C, Perancangan median tanpa bukaan di depan Hermes
Hotel dapat memperbaiki manajemen lalu lintas dari tingkat pelayanan pada
kondisi eksisting rata-rata C menjadi tingkat pelayanan jalan B.

Traffic Impact Management Analysis due to the Construction of the
Trans Studio Mall Banda Aceh

ABSTRACT

Trans Studio Mall is one of the largest malls in Banda Aceh City, which is located
on the road T. Panglima Nyak Makam, Lambhuk Village, Ulee Kareng District,
Banda Aceh City to be precise next to the Hermes Hotel. This area has a fairly
high activity intensity, because the Jalan T. Panglima Nyak Makam section is the
center of activities such as offices, schools, trade, and others. The traffic impact is
also caused by the operation of the activity center which causes a considerable
traffic generation and attraction, one of which is the Trans Studio Mall, which is
located on Jalan T. Panglima Nyak Makam, Banda Aceh City. This study aims to
determine how traffic movements due to the Trans Studio Mall Banda Aceh and
to analyze road performance in existing conditions and to predict road
performance after traffic management, calculation of road performance and
intersection performance using the MKJI method (1997). Based on the results of
research and analysis that has been carried out the traffic performance on the
existing conditions on the TP Nyak Makam road on Saturday with the service
level is C, on Sundays the service level is B, while on Monday the service level in
Segment I and Segment II is D and the service level in Segment III is C. For the
calculation of BPKP intersection management, the resulting BPKP intersection
service level is D with a delay of 43 seconds. This condition occurs with a cycle
time of 129 seconds in four phases. The scenario for handling part of the road
network by diverting the exit of the Trans Studio Mall Banda Aceh vehicle can
reduce congestion that occurs due to the road link in front of Trans Studio Mall,
this is shown by the DS value before handling is 0.82 to 0.71 with the service
level from D to the service level C, the design of the median without openings in
front of the Hermes Hotel can improve traffic management from the service level
in the average existing condition C to the road service level B.
