ABSTRAK
Komisi Independen Pemilihan (KIP) Kabupaten Simeulu merupakan salah satu lembaga institusi pemerintahan yang menjalankan berbagai fungsi lembaga di ranah perpolitikan.Di dalamnya mengatur pola kontestasi pemilhan anggota selevel legislatif, yudikatif hingga eksekutif. Kehadiran lembaga ini untuk membantu suksesnya pemilihan wakil rakyat yang berasal dari jalur perpolitikan atau independent. Dengan habisnya masa kerja KIP Simeulue yang lama, pemilihan untuk masa kerja 2018-2023 dilakukan guna memilih putra/putri terbaik Simeulue yang bisa menjadi komisioner. Pemilihan ini dilakukan oleh panitia seleksi dan diawasi langsung oleh DPRK. Hasil pemilihan yang dilakukan pada akhirnya menjadi jawaban untuk mengisi kekosongan jabatan di KIP Simeulue. Akan tetapi, seleksi dan rekrutmen yang telah dilakukan terhenti dengan tidak dilantiknya calon komisioner terpilih tahun 2018-2023 oleh Bupati Simeulu saat itu. Dengan berbagai bentuk kecurangan menjadi alasan terpenting bagi Bupati untuk menolak melantik anggota komisioner KIP Simeulue terpilih. Penelitian ini bertujuan untuk mengetahui pola rekrutmen anggota Komisioner Komisi Independen Pemilihan (KIP) di Kabupaten Simeulue periode 2018-2023 dan untuk mengetahui faktor-faktor yang menghambat proses pelantikan Komisioner Komisi Independen Pemilihan (KIP) di Kabupaten Simeulue periode 2018-2023.adapun dalam penelitian ini menggunakan teori rekrutmen politik dan konsep kepemimpinan. Dalam penelitian ini menggunakan metode kualitatif yang bersifat deskriptif sebagai pendekatan penelitian. Dan teknik pengumpulan data yang digunakan adalah wawancara, dan kajian kepustakaan. Hasil dari penelitian ini adalah rekrutment yang dilakukan panitia seleksi dan anggota DPRK berdasarkan hasil temuan lapangan pada saat penelitian sudah dilakukan dengan berbagai tahapan dan proses yang panjang. Hasil telah sesuai dengan apa yang dilakukan pada saat seleksi, akan tetapi dari pihak Bupati Simeulue tidak dapat melantik calon komisioner terpilih 2018-2023 dengan berbagai alasan tersendiri. Maka dari itu, diharapkan hal-hal diatas dapat segera terselesaikan. Karena pada akhirnya akan memperhambat kinerja dan pelaksanaan kerja lembaga di tahun politik yang akan datang. Dengan adanya keterlambatan pelantikan anggota KIP Simeulue diharapkan calon anggota komisioner KIP terpilih di Simeulue Tahun 2018-2023 dapat segara dilantik sesuai dengan surat keputusan KPU RI, serta diharapkan permasalahan ini agar segera terselesaikan segera.

ABSTRACT
The Independent Electoral Commission (KIP) of Simeulu Regency is one of the institutions of government institutions that carry out various functions of institutions in the realm of politics. In it regulates the pattern of contestation of members of the legislature, judiciary to executive. The presence of this institution to help the successful election of representatives of the people who come from the political line or independent. With the end of KIP Simeulue's long tenure, the election for the 2018-2023 working period was conducted in order to choose the best son/daughter of Simeulue who could become commissioner. This election was conducted by the selection committee and supervised directly by the DPRK. The result of the election was ultimately the answer to fill the vacancy at KIP Simeulue. However, the selection and recruitment that has been done stopped with the appointment of candidates for elected commissioner in 2018-2023 by the Regent of Simeulu at that time. With various forms of cheating being the most important reason for the Regent to refuse to appoint elected kip commissioner Simeulue. This study aims to find out the recruitment pattern of members of the Independent Electoral Commission (KIP) in Simeulue Regency for the period 2018-2023 and to find out the factors that hinder the process of the appointment of an Independent Electoral Commission (KIP) Commissioner in Simeulue Regency for the period 2018-2023. In this research, we use descriptive qualitative method as research approach. And the data collection techniques used are interviews, and literature studies. The result of this research is recruitment conducted by the selection committee and DPRK members based on the results of field findings at the time the research has been carried out with various stages and a long process. The results are in accordance with what was done at the time of selection, but from the Simeulue Regent's side can not appoint candidates for elected commissioners 2018-2023 for various reasons. Therefore, it is expected that the above can be resolved soon. Because it will ultimately hamper the performance and implementation of the work of the institution in the coming political year. With the delay in the inauguration of KIP Simeulue members, it is expected that the candidates for elected KIP commissioners in Simeulue Year 2018-2023 can be immediately appointed in accordance with the decree of KPU RI, and it is expected that this issue will be resolved soon.
