ABSTRAK Percepatan dan Peningkatan Penanaman Modal dan Berusaha, Pemerintah mengeluarkan Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik, pada Pasal 1 ayat 5 di sebutkan bahwa Perizinan Berusaha Terintegrasi Secara Elektronik atau Online Single Submission adalah perizinan berusaha yang diterbitkan oleh lembaga OSS untuk dan atas nama menteri, pimpinan lembaga, gubernur, atau bupati/walikota kepada pelaku usaha melalui sistem elektronik yang terintegrasi . Berdasarkan kebijakan tersebut, semua pelayanan perizinan usaha menjadi terintegrasi oleh pusat melalui satu sistem yaitu Online Single Submission. OSS merupakan sistem layanan perizinan yang bertujuan untuk menyederhanakan perizinan berusaha dan menciptakan model pelayanan perizinan terintegrasi yang cepat, murah serta memberi kepastian. DPMPTSP Aceh sebagai instansi dinas yang khusus bertugas memberikan pelayanan mengenai perizinan yang langsung bersinggungan kepada masyarakat, dan bertujuan menyederhanakan perizinan berusaha dan menciptakan model -model pelayanan perizinan yang cepat, murah dan serta memberikan kepastian. Penerapan Sistem OSS pada DPMPTSP Aceh masih memiliki permasalahan yaitu, kurangnya sosialisi kepada masyarakat menganai sistem OSS dan masih terjadinya eror pada sistem OSS ini. Penelitian ini bertujuan untuk mengetahui bagaimana Penerapan Pelayanan Perizinan Berusaha Melalui Program OSS di DPMPTSP Aceh dan hambatan berserta upaya yang dilakukan DPMPTSP Aceh dalam penerapan OSS di Aceh. Metode dalam penelitian ini adalah kualitatif dengan pendekatan deksriptif. Penelitian ini menggunakan teori E-government dan Pelayanan Publik. Data dalam penelitian ini diperoleh dari hasil penelitian lapangan berdasarkan observasi, hasil wawancara dengan informan terkait, dokumentasi, serta literatur. Hasil penelitian ini menunjukkan bahwa Penerapan Pelayanan Perizinan Berusaha Melalui Sistem OSS pada DPMPTSP Aceh belum berjalan dengan optimal, hal ini dikarenakan minimnya pemahaman pelaku usaha terhadap sistem ini. Namun dalam penerapannya masih belum berjalan dengan baik disebabkan oleh sulitnya akses masuk website OSS, kurangnya pemahaman pelaku usaha terhadap sistem OSS, kendala penggunaan KBLI. DPMPTSP Aceh harus melakukan harus melakukan koordinasi dengan organisasi yang menanugi dunia usaha untuk melakukan sosialisasi terhadap pelaku usaha dan lembaga OSS terkait sistem yang masih sering terjadi eror. Sementara itu melalui pelayanan OSS, diharapkan kepada DPMPTSP dapat memberikan pelayanan perizinan lebih mudah, murah dan cepat melalui sistem ini. DPMPTSP Aceh as a special agency in charge of providing services regarding licensing that directly touch the community, and aims to simplify business licensing and create models for licensing services that are fast, cheap and provide certainty. The implementation of the OSS system at DPMPTSP Aceh still has problems, namely, the lack of socialization to the community regarding the OSS system and errors in this OSS system. This study aims to determine how the Implementation of Business Licensing Services through the OSS Program at DPMPTSP Aceh and the obstacles and efforts made by DPMPTSP Aceh in implementing OSS in Aceh. The method in this research is qualitative with a descriptive approach. This study uses the theory of e-government and public services. The data in this study were obtained from the results of field research based on observations, interviews with related informants, documentation, and literature. The results of this study indicate that the Implementation of Business Licensing Services through the OSS System at DPMPTSP Aceh has not been running optimally, this is due to the lack of understanding of business actors towards this system. However, the implementation is still not going well due to the difficulty of accessing the OSS website, the lack of understanding of business actors regarding the OSS system, the constraints in using KBLI. Aceh DPMPTSP must coordinate with organizations that support the business world to disseminate information to business actors and OSS institutions related to systems where errors often occur. Meanwhile, through OSS services, it is hoped that DPMPTSP can provide easier, cheaper and faster licensing services through this system.
