ABSTRAK

Penyelenggaraan Pemilu yang demokratis harus menghormati keberagaman
aspirasi politik serta menjunjung tinggi supremasi hukum dan hak asasi manusia,
dimana setiap orang memiliki hak yang sama yaitu hak untuk memilih dan dipilih.
Hak ini tidak tergantikan dan partisipasi semua kalangan harus dilindungi termasuk
penyandang disabilitas. Namun hingga saat ini penyandang disabilitas belum secara
maksimal memanfaatkan peluang untuk ikut serta dalam mensukseskan Pemilu. Salah
satunya terlihat dari minimnya ikut serta penyandang disabilitas di Kabupaten
Bireuen. Penelitian ini bertujuan untuk mengetahui faktor yang mempengaruhi
motivasi 4,73% penyandang disabilitas berpartisipasi dalam Pilkada Aceh di
Kabupaten Bireuen tahun 2017, ingin melihat juga faktor apa yang mempengaruhi
rendahnya partisipasi 95,27% penyandang disabilitas dalam Pilkada Aceh di
Kabupaten Bireuen tahun 2017, serta bagaimana solusi agar partisipasi penyandang
disabilitas meningkat pada Pilkada selanjutnya di Kabupaten Bireuen. Untuk
menganalisis permasalahan dalam penelitian ini maka penulis menggunakan teori
partisipasi politik dan teori perilaku pemilih. Adapun pendekatan penelitian yang
dilakukan menggunakan metode kualitatif deskriptif. Hasil penelitian ini
menunjukkan bahwa terdapat beberapa faktor yang mempengaruhi motivasi
penyandang disabilitas berpartisipasi dalam pemilihan kepala daerah Aceh di
Kabupaten Bireuen tahun 2017 antara lain: kesadaran penyandang disabilitas
terhadap hak memilih, dukungan keluarga, sosialisasi pendidikan politik yang
dilakukan oleh penyelenggara Pemilu di Kabupaten Bireuen dan figure Irwandi yang
maju menjadi kontestan politik.. Berdasarkan temuan tersebut terdapat juga beberapa
faktor rendahnya partisipasi penyandang disabilitas antara lain: KIP cenderung
mengesampingkan pemilih disabilitas, faktor ketidakpercayaan diri penyandang
disabilitas. Selain itu ada beberapa solusi agar partisipasi penyandang disabilitas
meningkat dalam Pilkada selanjutnya yaitu: memaksimalkan aksesibilitas Pilkada
terhadap pemilih disabilitas dan penyesuaian program sosialisasi berdasarkan jenis
disabilitas ada di Kabupaten Bireuen.

ABSTRACT

Democratic electoral organization should respect the diversity of political
aspirations and uphold the supremacy of law and human rights, where each person
has the same rights that are the right to vote and choose. This right is indispensable
and participation of all circles must be protected including those with disabilities.
But until now, the disability has not made maximum use of the opportunity to
participate in the success of the election. One of them is seen from the lack of
disabilities and disabled in Bireuen district. This research aims to determine the
factors that influence the motivation 4.73% of the disabled participated in the
election of Aceh in Bireuen district in 2017. I Want to see also what factors affect the
low participation of 95.27% of the disabled in Aceh elections in Bireuen district in
2017. And how the solution to the participation of disabled people increased at the
next elections in Bireuen Regency. To analyze the problem in this research, the
authors use the political participation theory and voter behavior theory. The research
approach is done using qualitative methods of descriptive. The results of this
research show that several factors are affecting the motivation of disabled who
participated in the election of the regional head of Aceh in Bireuen district in 2017,
among others: the awareness of those with disabilities to the right Vote, family
support, socialization of political education conducted by the organizers of the
elections in Bireuen district, and figure Irwandi who developed into political
contestants. Based on these findings, some factors lack disability participation,
